POSITION SUMMARY - EXTERNAL

JOB TITLE - HSE ADVISOR

ROLE OBJECTIVE

Serve as the HSE representative for designated assets, projects, and contracts, with a focus on enhancing health, safety, and environmental performance through extensive technical knowledge and a profound understanding of human behavior across the Asset Solutions Australia region. Ensure compliance with HSE-related GMS requirements and regulatory standards. Provide guidance, coaching, and support to contract and asset teams to foster ongoing HSE advancements. Deliver HSE reporting and insights to the leadership team, with an expectation of quarterly site visits.

KEY ACCOUNTABILITIES

Act as Petrofac's representative to clients and regulatory bodies, partnering with the HSE function for specified scopes of work. Regularly assess the relevance and application of HSE content within GMS systems and procedures to ensure effectiveness, proposing and drafting necessary changes for management approval. Participate as a supporting member in risk assessment meetings and reviews (e.g., ORA, HAZID), providing critical insights for designated scopes. Assist in developing emergency and bridging documents, as well as workpack dossiers for simultaneous operations across various sectors. Oversee the creation of project and asset HSE deliverables, including HSE plans, interface documentation, emergency response protocols, and themed campaigns. Engage in project and asset readiness evaluations and lessons learned discussions. Manage the audit and assurance schedule for projects and assets, conducting audits and site inspections, and identifying opportunities for continuous improvement through SMART action management. Collaborate with project teams, clients, and contractors to promote open communication regarding safety observations, near-miss reporting, and safety discussions, encouraging workforce engagement. Mentor project leadership and staff on tools and techniques to enhance safety discussions, human performance, and minimize errors. Participate as a member of the Petrofac emergency response team on a rotational basis. Analyze safety metrics, contractor self-assessments, and other findings to derive actionable insights. Support the evaluation of contractors and subcontractors. Serve as the primary contact for site-based HSE team members.

The post holder is expected to comply with the IOGP Lifesaving Rules, IOGP Process Safety Fundamentals, and adhere to Petrofac's Values and Behaviors.

REQUIRED SKILLS & QUALIFICATIONS

Proven experience in an operational role or HSE function within the Oil and Gas sector or another high-risk industry is essential. Comprehensive knowledge and experience in hazard identification, HSE practices, Control of Work, emergency response, and safety program delivery. Understanding of occupational and industrial health and safety principles. Broad knowledge of human performance and human factors. Awareness of environmental issues pertinent to the industry. An engineering or science degree is preferred. Certification as an incident investigator or demonstrable expertise in the field. Certification as an auditor or demonstrable expertise in the field.
