About the Role

This senior management position provides leadership and technical expertise in the construction of infrastructure projects and monitors activities to ensure safe and successful delivery. The role will manage and collaborate with contractors and service providers to deliver projects in a collaborative and cooperative manner, supporting subsequent construction activities and ensuring timely and effective project delivery.

Key Responsibilities
  • Manage and oversee the management of local council teams and professionals deployed to undertake infrastructure reconstruction projects.
  • Develop and implement delivery frameworks and processes to ensure successful project execution.
  • Lead and manage the relationship with third-party project delivery providers to deploy their services across critical infrastructure projects.
  • Provide technical and governance advice, addressing risks related to safety, quality, environment, finance, reputation, and resourcing.
  • Engage with the community, funding bodies, government organizations, internal and external customers to understand their expectations and request feedback on service delivery.
  • Procure services in accordance with Local Government Act 1993 and Local Government Regulation 2021 and Council's Procurement Framework.
  • Monitor construction performance, track metrics, and drive performance improvements to manage efficient projects and maintenance works.
  • Lead and manage teams, promoting diversity and developing an inclusive, high-performing culture, with experience in all aspects of people management, including recruitment, capability development, and performance management.
  • Communicate complex construction issues and concepts clearly, concisely, and confidently at all levels, representing the organization externally.
  • Drive, deliver, and sustain large-scale transformation to achieve objectives in a complex environment.
Requirements
  • A working history in construction and significant experience in program and/or project management with qualifications.
  • A senior level of relevant professional experience in construction and operational leadership managing a Tier 1, 2 to achieve project outcomes.
  • Working history and experience delivering reconstruction projects in a leadership position across technical infrastructure standards, including roads, drainage, bridges, and other public assets.
  • Direct experience in planning and organizing schedules of works to optimize safe and timely delivery, minimizing disruption, delay, and inconvenience to customers and other affected public, road, and public transport users, adjacent businesses, stakeholders, and the community.
  • Demonstrated ability to communicate clearly, concisely, and confidently at all levels, presenting complex construction issues and concepts in a style appropriate to the audience.
  • Excellent interpersonal, communication, and negotiation skills, with the ability to influence, build trust, shape conversations, and change behaviors through effective relationships.
