The role of Local Permitting Manager plays a pivotal part in our organization's fiber investment initiatives across various communities.

As an integral member of the Network Implementation team, Government Affairs, and Carrier Relations group, you will be responsible for streamlining infrastructure deployment cycles to meet commitments provided to stakeholders. Your proactive collaboration with local governments and utilities will aim to reduce permitting cycles, ROW agreements, and pole permissions from governing bodies.

You will work closely with internal teams, including Corporate Communications organizations, to understand operations, development, and amplification of our effort to deliver fiber to 10 million American homes and businesses over the next five years.

Main Responsibilities
  • Stay abreast of Lumen investment levels in the market
  • Improve permitting, ROW approvals, and permission to attach approval to meet company deployment targets
  • Collaborate with governing entities to gather and negotiate guidelines and specifications for Engineering design requirements
  • Ensure accurate documentation of requirements in databases and cataloged for reference
  • Quality control submittals for largest and most sensitive areas to ensure compliance with governing entity standards
  • Facilitate communication between local Network Implementation teams and permit offices to clear roadblocks and establish predictable timelines
  • Leverage knowledge of permitting application processes to enhance efficiency
  • Foster strong relationships with vendors to ensure seamless information flow between vendors, local permit offices, and external partners
  • Act as a liaison between State Government Affairs Directors and permit offices to build upon/maintain relationships with key stakeholders
  • Promote clear lines of communication across internal and external organizations
  • Develop and present PowerPoint presentations to showcase the impact of Lumen's fiber investment in local communities
  • Cultivate partnerships in communities through grant opportunities
We Look For In a Candidate
  • A minimum of 5 years of experience working in/with permit offices and key public sector elected officials and staff
  • Ability to drive operational efficiencies in traditional and innovative permit application solutions
  • High level of integrity due to the nature of information handled
  • Ideal candidate will possess working knowledge of government and utility permitting processes
  • Proven track record of managing relationships and collaborating with elected officials, policymakers, and senior staff
  • Proficiency in MS Office Suite
  • Strong verbal and written communication skills
  • Strong analytical and problem-solving skills
  • Flexibility to adapt to occasional evening and weekend work and ability to travel between cities within assigned territories
Preferred Qualifications
  • 2+ years' experience in technology, broadband, and/or telcom industry
  • Subject matter expertise in city/county/state government and utility permitting
