We are seeking a highly skilled Subcontract Formation and Administration Specialist to join our team at Bechtel Corporation. In this role, you will play a critical part in ensuring subcontract compliance with project requirements, leading the preparation and review of bid request packages, and developing project contracts operating procedures.
Key Responsibilities- Implement the Supply Chain Assignment Schedule, recording project assignment of subcontract management tasks and Standard Work Process Procedures.
- Manage assigned subcontracts, maintaining a continual review of progress and providing management with information regarding projected financial or technical difficulties.
- Coordinate with designated staff on operational activities affecting contractual rights and obligations, subcontract performance, and other major matters.
- Manage moderately complex contract changes by negotiating with customer personnel and obtaining settlement.
- Conform and ensure subcontract execution.
- Direct negotiation in the commitment of subcontracts.
- Develop and issue subcontracts and services agreements as assigned.
- Prepare bidders' lists and pre-qualify bidders.
- Form bid request packages and issue bid request packages to approved bidders.
- Coordinate bidders' questions and answers to those questions.
- Receive bids and evaluate bids commercially.
- Prepare Commercial Bid Summary and recommendations.
- Recommend and secure approvals in accordance with established procedures.
- Prepare subcontract documents for execution.
- Prepare and organize assigned meetings, such as pre-bid, bid clarification, and pre-award meetings, for the purpose of ensuring complete understanding and agreement between Bechtel, the customer, and contractor on all contractual matters.
- After reviewing plan and agenda with supervisor, conduct meeting and prepare and issue meeting notes delineating important statements, required actions, and schedules.
- Requires a bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience.
- Proficiency in all phases of the formation and award of large, moderately complex construction contracts and services contracts.
- Broad experience in contracts administration.
- Developing various contract types and associated pricing arrangements.
- Experience in negotiating legal terms and conditions.
- Working knowledge of change management procedures pertaining to Requests for Information (RFIs), change notices, change orders, amendments, and claims and dispute resolution.
- Skilled in working and communicating effectively with all levels of project functional groups.
