Role Overview:

Our client seeks an experienced procurement professional to manage and develop DGov contracts within the Governance and Investment team.

Key Responsibilities:
  • Contract Management: Management of contracts including contractor relationship management, spend analysis, reporting obligations, contractor meetings and compliance to contract terms and conditions.
  • Spend Analysis: Spend analysis and tracking of spend against allocated budgets.
  • Compliance: Ensure compliance with procurement, purchasing, contract administration, and records management activities.
  • Team Support: Oversee and provide support and direction to DPC project teams when undertaking procurement, contract management and other contract related activities.
  • Stakeholder Liaison: Liaise with stakeholders to resolve complex contractual disputes.
  • Procurement Process: Involvement in the procurement process for a wide range of contracts, involvement includes procurement planning, tender specification development, drafting Request for Tender/Quote documents in consultation with key stakeholders.
  • Project Management: Manage the project management requirements of procurement processes including liaising with subject matter experts to develop scope, requirements and write request for tender/quote documentation.
  • Innovation: Apply expertise and initiative research experience and identify opportunities for developing innovative and cost-effective outcomes for services and consultancy contracts to meet DGov's needs.
  • Problem-Solving: Apply conceptual and analytical skills, including the ability to provide innovative solutions to complex procurement problems.
Requirements:
  • Experience: Minimum of five years' experience in ICT procurement and contract management.
  • Complex Contracts: Experience working within a complex contracts and procurement environment and within government supply framework (or equivalent) and a strong understanding of the policy and legislative frameworks which apply to these.
  • High-Risk Procurement: High level of experience in complex, high-risk ICT procurement and contract management.
  • Contract Specifications: Experience in development in ICT contract specifications and requirements.
  • Procurement Rules: Knowledge and understanding of the Western Australian Procurement Rules.
  • Government Conditions: Experience and understanding in the Government Request Conditions and General Conditions of Contract.
  • Negotiation and Delivery: Negotiation and delivery management skills with the ability to communicate with and deliver quality and timely outcomes to key stakeholders.
  • Conceptual and Analytical Skills: Conceptual, analytical and problem-solving skills.
  • Prioritization: Manage competing priorities and reprioritise work to reflect high value tasks.
  • Teamwork: Work proactively and independently, in addition to being effective in a team environment.
  • Technical Skills: Experience with Content Manager (TRIM) records management, Microsoft Dynamics, Power BI and Sharepoint.
  • Professionalism: Demonstrate commitment to public sector professionalism, ethics and probity.
  • Certification: Current valid NPC or ability to obtain
