The MERL Lead will oversee a large, multi-country team of MERL specialists, coordinating inputs across the Pacific Labour Mobility Support Program and quality assurance of MERL products.

Job Description

This is a senior management role that requires strong interpersonal and communication skills to lead a diverse team. The ideal candidate should have over 10 years of experience in international development and relations, with expertise in monitoring and evaluation, research methods, public policy, or a related field.

  • Develop and implement a comprehensive MERL strategy to drive program outcomes.
  • Lead a team of MERL specialists to collect and communicate useful information to stakeholders.
  • Ensure the quality assurance of MERL team products and deliverables.
Required Skills and Qualifications

To succeed in this role, you will need:

  • Tertiary qualifications in international development/relations, monitoring and evaluation, research methods, public policy, or a related field.
  • Senior management experience with strong interpersonal and communication skills.
  • Understanding of current issues in circular labour mobility, including policy and regulatory frameworks.
  • Experience providing strategic advice to senior officials to lead organizational change and build capacity to implement priorities.
  • Ability to build productive partnerships with stakeholders including government, civil society, and the private sector.
  • Experience with programs in the Pacific and/or Timor Leste, with understanding of GEDSI concepts.
