Job Overview

We are seeking an experienced procurement specialist to support our client-side governance, commercial oversight, and assurance of delivery partner activities across a large-scale project.

Key Responsibilities:
  • Support compliance with the SHL-Procurement Management Plan, including regular reviews and updates.
  • Review and monitor the Principal Contractor's Procurement Schedule, identify risks, and track progress against key milestones.
  • Attend regular procurement meetings with the Principal Contractor and maintain accurate records of discussions and actions.
  • Provide commercial assurance and governance over Principal Contractor subcontracting activities to ensure alignment with the head contract.
  • Review bid strategies, sole-source justifications, RFQ packages, and subcontracting approaches.
  • Assess proposed subcontracts for commercial terms, technical scope alignment, and risk to ensure value for money and contract compliance.
  • Manage internal review and approval processes, ensuring timely responses and adherence to governance requirements.
  • Coordinate and carry out contract audits or review programs to verify performance and compliance with contractual obligations.
  • Support direct procurement activities by leading the development and assurance of key contracts as required.
  • Provide strategic commercial advice and stakeholder support throughout the procurement lifecycle.
  • Draft and manage key procurement deliverables, including contracting strategies, tender documents, evaluation tools, and supplier communications.
Requirements

To be successful in this role, you will require:

  • Experience in procurement, commercial, or contract advisory roles within the infrastructure sector, with demonstrated capability in contract review, assurance, negotiation, and stakeholder engagement.
  • Strong understanding of contracting strategies and commercial risk management, along with familiarity in standard contract forms such as AS, FIDIC, and NEC.
  • Experience in client-side governance, oversight of Principal Contractor activities on large-scale projects, and the development and management of commercial documents, clarification registers, and contract approval processes is also highly regarded.
