Job Description

Job Title: Team Leader Property Management

Job Summary:

This is a strategic leadership role that requires a high level of expertise in property management and leasing. The successful candidate will lead a small team and be responsible for managing a portfolio of commercial properties and community lease arrangements.

Key Responsibilities:

  • Lead and Negotiate Strategic Property Matters: The successful candidate will lead and negotiate strategic property matters, including the acquisition and disposal of land and property assets, to deliver community benefits and stimulate the local economy.
  • Manage Property Portfolio: The candidate will manage a portfolio of commercial properties and community lease arrangements, ensuring compliance with policy, legislation, and industry best practices.
  • Develop Policy Framework: The successful candidate will develop and maintain a policy framework for community land, property leasing, and other related matters.
  • Negotiate Leases and Contracts: The candidate will negotiate, prepare, and manage leases, licences, permits, authorisations, and other contractual arrangements.
  • Ensure Agreement Compliance: The successful candidate will ensure agreement holders and Council meet their obligations under occupancy agreements, including financial recoveries, capital works, and building maintenance.
  • Lead Relationship Management: The candidate will lead effective relationship management with agreement holders.
  • Manage Budget and Financial Reporting: The successful candidate will manage the budget and financial reporting for Council's property functions.
  • Oversee Processes: The candidate will oversee processes such as road opening/closing, community land revocation, and related functions.
  • Provide Expert Advice: The successful candidate will provide timely and relevant expert advice on property and land management matters.
  • Lead High-Performing Team: The candidate will lead a high-performing team, embedding organisational values, and managing activities including workforce planning, recruitment, learning and development, and performance reviews.
  • Liaise with Stakeholders: The successful candidate will liaise with key internal and external stakeholders on various initiatives.

Requirements:

  • Significant Property Management Experience: The successful candidate will have significant property management and leasing experience gained from a local government, commercial, or similar setting.
  • Desirable Qualification: A formal qualification in law, legal services, conveyancing, or other property-related fields is desirable.
