Leader of Testing and Change Delivery

We are seeking a strategic leader to oversee the teams responsible for testing and change delivery functions within our Payments Settlements department.

In this pivotal role, you will be responsible for ensuring the reliability, security, and resilience of critical systems, including our Reserve Bank Information and Transfer System (RITS) and the Fast Settlement Service (FSS).

• Oversee the delivery of functional and technical testing services for the department.
• Oversee the delivery of change delivery services with a focus on release management and the deployment of changes such as upgrades, patches and enhancements. Work with our Payments Operations Program (POP) to implement and embed an enhanced release management function.
• Support the application, adoption and enhancement of the Testing and Change Delivery frameworks & strategy's ensuring alignment with the needs of the business.
• Ensure operational accountability in regard to people management, budget and processes. Lead, guide and develop individuals and teams to effectively achieve area outcomes.
• Contribute to the broader strategic direction and leadership of our Payments Settlements department, sharing accountability with other leaders for overall performance of deliverables and outcomes to meet the current and future needs of the bank.
• Manage internal and external relationships, communicating and collaborating effectively with key stakeholders to successfully deliver change.
• Contribute to the improvement of policies, systems and processes that enables the support of large and complex project activities.

Key responsibilities include:

• Leading the PS Testing and Change Delivery functions to deliver high-quality outcomes aligned with departmental objectives and expectations of stakeholders.
• Driving continuous improvement and fostering collaboration to maintain operational excellence.
• Ensuring the highest appropriate standards of reliability, resilience, and availability in complex technology environments.
• Representing the department across the bank or similar organisation and managing stakeholder expectations.
• Developing and implementing effective risk management strategies to mitigate potential risks and issues.
• Establishing and embedding release management practices as part of a broader transformation program.

Required skills and qualifications:

• Extensive experience leading Testing and/or Change Delivery functions with large teams and in complex environments.
• Strong technical understanding of the area(s) under management, including expert knowledge of Testing and Change Delivery methodologies, frameworks, techniques and tools.
• Ability to own responsibilities and coach managers in relation to day-to-day responsibilities, health, safety and holistic wellbeing support and needs.
• Ability to effectively identify, manage and reduce risks and issues in complex technology environments.
• Advanced experience in stakeholder management and representing the department across the bank or similar organisation.
• Advanced experience in managing resourcing, scheduling, reporting and the different stages of a project lifecycle.
