About the role
We are seeking a strategic and results-driven leader to oversee the Payment Settlements (PS) Change Delivery section. In this pivotal role, you will be responsible for ensuring the reliability, security, and resilience of critical systems, including the Reserve Bank Information and Transfer System (RITS) and the Fast Settlement Service (FSS).
You will lead the PS Quality Assurance and Change Delivery functions, ensuring they deliver high-quality outcomes aligned with the department's objectives and expectations of senior stakeholders. Your ability to maintain operational excellence, drive continuous improvement and foster collaboration will be key to your success.
- Oversee the delivery of functional and technical testing services for the department.
- Manage change delivery services for PS systems, including release management and deployment of changes such as upgrades, patches and enhancements. Work with the Payments Operations Program (POP) to implement and embed an enhanced release management function.
- Define and implement a Testing and Change Delivery strategy, structure and associated frameworks and processes that meet the needs of the business.
- Ensure operational accountability in regard to people management, budget and processes. Lead, guide and develop individuals and teams to effectively achieve area outcomes.
- Contribute to the broader strategic direction and leadership of the area, sharing accountability with other leaders for overall performance of deliverables and outcomes to meet the current and future needs of the Bank.
- Manage internal and external relationships, communicating and collaborating effectively with key stakeholders to successfully deliver change.
- Contribute to the improvement of policies, systems and processes that enables the support of large and complex project activities.
- Identify and respond to issues, risks and opportunities, maintaining key controls and ensuring appropriate processes are in place.
About you
- Must have extensive experience (at least 5 years) as a senior manager leading teams to deliver Testing and Change Delivery functions in complex environments and with multiple streams of work. Preferably in banking or financial services institutions responsible for operating critical business services.
- Strong understanding of the area(s) under management, including expert knowledge of Testing and Change Delivery methodologies, frameworks, techniques and tools.
- Demonstrated ability to own responsibilities and coach managers in relation to day-to-day responsibilities, health, safety and holistic wellbeing support and needs.
- Demonstrated ability to effectively identify, manage and reduce risks and issues in complex technology environments ensuring the highest appropriate standards of reliability, resilience, and availability.
- Advanced experience in stakeholder management and representing the department across the Bank or similar organisation. Strong written and communication skills are essential.
- Advanced experience in managing resourcing, scheduling, reporting and the different stages of a project lifecycle.
- Knowledge of payment, settlement or banking systems would be highly advantageous.
- Experience establishing and embedding release management practices as part of a broader transformation program or working with agile practices would also be highly valued.
