Business Development Specialist

This is a key role that plays a crucial part in delivering complex defence and national security projects, safeguarding Australia's future.

About the Role:

The Business Development Specialist will be responsible for drafting liability risk assessments and identifying commercial risks and treatment methodologies. This involves developing procurement artefacts such as the approach to market/procurement strategy (ETP), evaluation plan & report, and managing the procurement schedule with the Head/Lead Scheduler.

The role also includes drafting contractual artefacts for complex sustainment activities, including Conditions of Tender (CoT), Conditions of Contract (CoC), and tailoring contracts to suit the Statement of Work (SOW) and procurement requirements based on ASDEFCON documentation.

Key responsibilities also include providing accurate and timely commercial advice and guidance to delegates and stakeholders, supporting tender clarifications, especially concerning contractual, commercial, and financial elements.

Requirements:
  • A thorough understanding of Commonwealth procurement regulations and policies, including the PGPA Act, procurement connected policies, and Commonwealth Procurement Rules.
  • Experience with ASDEFCON contracting templates or equivalent complex contracting documentation.
  • Formal contracting qualifications, e.g., Certificate IV in Contracting and Procurement or higher.
  • A strong understanding of probity and evaluation in a commercial environment.
  • Experience in procurement/contract management in Government (Commonwealth or State/Territory).
  • Maintenance of a minimum Negative Vetting 1 (NV1) security clearance.
