About the Role

This position is part of our Procurement Division, focusing on developing and implementing procurement strategies to enhance project management. You will collaborate closely with colleagues to support ADB operations from Sydney, Australia, working with Pacific Developing Member Countries (DMCs) such as Nauru, Solomon Islands, and Vanuatu.

  • Develop and provide technical guidance and capacity development to ADB staff, government counterparts, and service providers on ADB-financed contracts to ensure compliance with ADB's procurement policies and procedures.
  • Support improvements in the implementation performance of the Pacific portfolio of loans, grants, and technical assistance (TA) projects.
  • Establish, harmonize, and improve procurement policies and procedures consistent with project management for ADB projects.
  • Analyze national procurement systems of DMC governments and contribute to designing associated strengthening measures.
  • Contribute to ADB's knowledge development activities in the area of procurement and contract administration.
Your Key Responsibilities

As Procurement Strategist, you will be responsible for:

  • Reviewing procurement and consultant recruitment matters.
  • Collaborating with the PPFD Procurement Specialist on matters related to procurement and consulting services for projects/TAs and dealing with related issues.
  • Providing technical advice to ADB staff and government counterparts on the review of procurement transactions, including bidding documents, bid evaluation reports, expressions of interest (EOI), requests for proposal, and recommendations for contract award for projects in the PLCO countries.
  • Leading complex procurement issues for ADB and Executing Agencies (EA) and proposing measures to resolve them proactively.
  • Preparing reports/memos/electronic Procurement Approval Forms (ePAF) to process procurement and consulting services transactions.
  • Assessing e-procurement systems used by EAs.
  • Guiding EAs in preparing procurement documentation to ensure that EAs comply with ADB financing agreements, ADB Procurement Policy, and Procurement Regulations for ADB Borrowers.
  • Responding to inquiries from EAs on procurement, consultant recruitment, and contract management matters.
  • Supporting PLCO in the selection and recruitment of consultants (firms and individuals) through the CMS system and guiding staff in dealing with contract administration issues.
  • Carrying out procurement reviews of national procurement systems to identify procurement issues and recommend remedial measures.
  • Staying up-to-date with ADB's list of sanctioned firms and liaising with ADB Office of Anticorruption and Integrity on integrity, anti-corruption, and conflict of interest issues.
