Job Title: Procurement Specialist - Materials

Job Summary:

We are seeking a highly skilled Procurement Specialist - Materials to join our team at the Northern Territory Government. As a key member of our procurement team, you will be responsible for the timely procurement and delivery of materials, ensuring compliance with governance, internal controls, policies, and procedures.

Key Responsibilities:

  1. Strategic Sourcing: Develop and implement end-to-end strategic sourcing processes across the organization, providing expert advice and assistance on contract administration and management.
  2. Procurement Compliance: Ensure materials and material repairs are procured in compliance with governance, internal controls, policies, and procedures, as well as legislative requirements.
  3. Delivery and Logistics: Work to prescribed delivery demands, ensuring lead times meet the demands and expedite where required, requiring close working relationships with Materials Officers on sites, Asset Group, Maintenance, and Operations.
  4. Supplier Relationships: Develop strategic relationships with suppliers, managing those relationships to optimize spend.
  5. Contract Development: Work closely with Contract and Procurement Specialists in developing agreements for materials to reduce transactions in the procure-to-pay process.
  6. Tendering and Negotiation: Participate in tendering and negotiation frameworks within contract development.
  7. Procurement Support: Provide support to Materials Officers on matters related to procurement and supplier relationship management.
  8. System Improvement: Identify and recommend changes to the Enterprise Resource Planning (ERP) system to service providers and undertake system testing of new system improvements.
  9. Customs Clearance: Manage and process customs clearances on behalf of the organization.

Requirements:

  1. Materials Management: Extensive knowledge of materials management processes.
  2. Procurement Experience: Knowledge and experience in managing materials contracts and providing procurement/contract advice and reports.
  3. Communication Skills: Well-developed communication, interpersonal, negotiation, and facilitation skills, with the ability to interact effectively with people of different cultures and develop effective stakeholder relationships.
  4. Initiative and Drive: High level of motivation, initiative, and drive to progress work, including the ability to identify, implement, and document improved work practices, combined with conceptual, analytical, and problem-solving skills of a high order.
  5. Continuous Improvement: Understands and facilitates continuous improvement initiatives developed through supplier relationships, with acumen to develop further and implement.
  6. Training and Advice: Proven ability to provide high-level training and advice on procurement and contract management.
  7. Competing Demands: Ability to prioritize and manage competing demands and deliver outcomes.
  8. Corporate Values: Ability to carry out duties in accordance with the organization's safety, environmental, and quality policies and corporate values and strategies.

Desirable Skills and Experience:

  1. Tertiary Qualifications: Relevant tertiary qualifications.
  2. International Suppliers: Experience in dealing with international suppliers, including freight and customs.
  3. ERP System: Working knowledge of Pronto Enterprise Resource Planning system (or similar) and process, especially in Materials Management and Procurement.
