About the Role

We are seeking a highly skilled Procurement Business Partner to join our team at Horizon Power. As a key member of our Procurement and Supply Chain Group, you will play a critical role in shaping our procurement strategy and ensuring the efficient and effective delivery of sourcing activities.

Key Responsibilities
  • Lead the implementation of the Procurement and Supply Chain Business Plan, ensuring alignment with organizational objectives and procurement requirements.
  • Deliver strategic, high-risk, and sensitive procurement activities, or part of a program/project, in line with business needs and procurement policies.
  • Provide advisory services to support all other engagements, including source-to-contract, contract management, procure-to-pay, probity, spend, procurement system-related, and supplier management.
  • Actively support the Strategic Sourcing Manager in improving sourcing timelines and commercial outcomes, while managing the PRISM and Procurement Pipeline for current and future works.
  • Responsible for spend-insight and benchmarking against business objectives, key performance indicators, and purchasing compliance.
  • Engage with stakeholders to understand their business plans, related procurement, and contract management activities, and establish collaborative working relationships to identify continuous improvement opportunities.
  • Manage end-to-end supplier relationships, ensuring alignment with the Horizon Power Supplier Relationship Management Framework.
  • Support the Strategic Sourcing Manager in maintaining P&SC documentation and collaborating with P&SC Managers.
  • Undertake high-level strategic negotiations, provide expert advice, and resolve complex risks in contracts.
  • Support business-wide training, coaching, and mentoring on procurement-related topics.
  • Manage procurement/tender workflows, procurement inbox, and related audit actions, including risk assessments and implementing management actions and recommendations.
  • Lead market research to gain insights into the supply chain, risks, buyer behaviors, and other issues impacting contracts.
Requirements
  • Significant professional experience in a commercial environment, with a minimum of 5 years' experience in negotiating and managing spend for a similar-sized and complex business.
  • Experience in identifying continuous improvement opportunities, defining business cases, and realizing value through implementation.
  • Stakeholder management experience, including internal and external stakeholders.
  • Ability to understand and analyze complex relationships, informing decision-making.
  • Proven project management experience.
  • Technical skills in source-to-contract, procurement strategy and planning, contract management, contract law, and legislative obligations.
  • Soft skills in planning and organizing, proactive problem-solving, communication, and stakeholder management.
  • Understanding of how procurement operates to manage enterprise value and risk management outcomes effectively.
  • High-level proficiencies with MS Office systems and procurement systems.
