Minimum Qualifications
This position is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). To be eligible for appointment through NY HELPS, candidates must fulfill the open-competitive minimum qualifications for this role.

The qualifications for the Engineer Trainee (Civil/Transportation) role include:
1) A bachelor's degree or higher in engineering or engineering technology as specified below, or
2) Evidence of passing the NCEES Fundamentals of Engineering Examination (FE) AND one year of full-time engineering experience as outlined below.

Qualifying Degrees:
Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized concentration in any of the aforementioned engineering degrees.

Qualifying Experience:
One year of full-time engineering experience with transportation projects related to highways/roadways, railroads, bridges, airports, waterways, building structures, or traffic management and safety systems.

NOTE:
Engineering Traineeship Program:
As an Engineer Trainee, you will engage in a 24-month traineeship that leads to the position of Assistant Engineer, Grade 20. To progress to Assistant Engineer, you must provide proof of passing the National Council of Examiners for Engineering and Surveying (NCEES) Fundamentals of Engineering Examination (FE) and successfully complete the traineeship requirements to the satisfaction of the appointing authority.

At the discretion of the appointing authority, early advancement to Assistant Engineer may be possible if you have obtained your FE and have successfully completed twelve months of the traineeship.

It is your responsibility to inform the appointing authority's personnel office upon obtaining proof of passing the FE. An increase in salary may be granted upon passing the FE, with information regarding this increase provided by the appointing authority.

The qualifications for the Assistant Engineer (Civil/Transportation) role include:
1) Proof of passing the NCEES Fundamentals of Engineering Examination (FE) AND a qualifying bachelor's degree or higher as specified below, or
2) Proof of passing the NCEES Fundamentals of Engineering Examination (FE) AND one year of full-time qualifying engineering experience as outlined below.

Duties Description
Under the guidance and supervision of a licensed professional Engineer, incumbents will perform a variety of tasks depending on their assignment. Engineer Trainees/Assistant Engineers are involved in various programs throughout the Department of Transportation (DOT).

When assigned to Design, typical responsibilities will include, but are not limited to:
  • Preparing 3D plans for highway and bridge projects utilizing CADD;
  • Assisting with bridge inspections, structural evaluations, and load ratings;
  • Supporting the preparation of project reports (e.g., scoping reports, design reports, drainage reports), developing engineer's estimates, project scheduling, and gathering and compiling site data;
  • Creating notes and specifications for specialized work.
When assigned to Construction, typical responsibilities will include, but are not limited to:
  • Acting as Chief Inspector or Engineer-in-Charge on Department construction projects;
  • Ensuring that work performed by Contractors adheres to contract specifications and engineering standards while being conducted safely;
  • Reviewing Consultant and Contractor plans and estimates;
  • Initiating design changes and orders-on-contract, completing daily work reports, and preparing final documents and record plans.

While the position is being filled for a specific program area, Engineer Trainee/Assistant Engineers may be assigned to various program areas throughout their employment based on operational needs. Occasionally, incumbents may also be called upon to support Department needs in other locations. This effort could range from participating remotely to occasional travel as necessary to support program operations, capital program delivery, emergency efforts, or other critical Department initiatives.
