Job Title: Procurement Specialist

We are seeking a skilled Procurement Specialist to join our team. The successful candidate will be responsible for overseeing procurement and contract management activities, ensuring effective and efficient practices that align with our goals and comply with relevant policies and procedures.

About the Role

The Procurement Specialist reports to the Head of Commercial and Facilities and is accountable for:

  • Providing strategic commercial and procurement advice to internal stakeholders, focusing on mitigating commercial and contractual risks;
  • Leading and managing procurement practices across the organisation, ensuring the delivery of high-quality procurement services for a range of goods and services;
  • Facilitating tender processes, providing expertise regarding procurement policies, processes and relevant laws;
  • Ensuring Library procurement, exemptions and contracts all comply with the Victorian Government Purchasing Board, Buying for Victoria, and internal guidelines;
  • Providing procurement and contract reporting to key internal and external stakeholders including government agencies;
  • Overseeing the completion of contracts, agreements and other legal documents related to procurement.
Requirements

To be successful in this role, you will need:

  • Completion of a relevant degree or postgraduate diploma (e.g. in business or commerce) or equivalent professional experience;
  • Significant experience in leading and managing end-to-end procurement processes, including contract negotiation and supplier management;
  • Strong understanding of government purchasing and contract management policies and practices, procurement governance frameworks and risk management practices, with a demonstrated ability to ensure compliance;
  • Proven ability to develop and implement efficient and effective procurement strategies and processes that support purchasing operations and align with organisational goals;
  • Excellent interpersonal and communication skills, with the ability to support and mentor colleagues and foster a collaborative, inclusive and high-performance culture;
  • Ability to prepare high-quality, timely reports and briefings, which provide comprehensive insights into procurement activities, aiding in decision-making and strategic planning.
