Overview

United Energy, a leading provider of electricity distribution networks, is seeking an experienced Regulatory Compliance Specialist to join its team. As a key member of the Regulation department, you will play a crucial role in ensuring the company's compliance with regulatory obligations and maintaining its reputation as a leader in the industry.

Job Summary

The successful candidate will be responsible for providing analysis and advice on general compliance, economic, and regulatory matters to stakeholders. This includes managing compliance issues that arise internally or with regulatory bodies, preparing and issuing questionnaires to assess compliance status, maintaining breach registers, and supporting the business in implementing remediation activities for non-compliances.

Responsibilities
  1. Provide analysis and advice on general compliance, economic, and regulatory matters to stakeholders.
  2. Manage compliance issues that arise internally or with regulatory bodies, including the provision of analysis, insights, options, and/or coordination of those issues.
  3. Prepare and issue questionnaires to assess compliance status against all regulatory obligations in the register on an annual basis, collate, interpret, and analyse the results.
  4. Maintain breach registers and support the business in implementing remediation activities for non-compliances identified through the compliance questionnaire or internal reporting processes.
  5. Provide analysis and support for responses to regulator queries, complaints, consultations, and reporting obligations. Undertake or oversee internal targeted reviews of regulatory obligations as required.
  6. Assist in designing and conducting internal audits of regulatory compliance processes to identify areas for improvement. Coordinate any external audits such as ring fencing or ESC thematic audits.
  7. Coordinate and lead monthly meetings with internal stakeholders to monitor, identify, investigate, or strengthen controls associated with compliance with the AER's ring-fencing guideline.
  8. Review, coordinate, and ensure timely submission of compliance performance reporting requirements.
  9. Undertake regulatory compliance education programs across the business, including for ring-fencing and as part of the induction process for new starters.
Requirements
  • An interest in energy and delivery for customers through the energy transition.
  • An understanding of regulatory environments, including the obligations that govern a regulated business's behaviour and operations.
  • Previous experience in a compliance or audit role within a regulated business, or experience working for government departments or regulators is desirable.
  • A tertiary qualification in either business, economics, law, or engineering.
  • Good attention to detail and familiarity with legal interpretation.
  • Demonstrated understanding of the compliance reporting requirements of an economic regulator, such as the AER and ESC, would be highly advantageous.
