The Community Programs Manager - Indigenous Services role represents Workstars externally and manages/auspices services internally. The Community Programs Manager has responsibility and accountability for successfully delivering the Community Programs within Workstars. In addition to delivering the project activities, deliverables, and outcomes in accordance with the Service Agreements, the Community Programs Manager will serve as a hub and provider of supervision and management to Workstars team members working within the following programs:

  • Maroochydore Murri Court & Maroochydore Community Justice Group
  • Brisbane Murri Court & Brisbane Murri Elders Community Justice Group
  • Ipswich Murri Court & Ipswich Community Justice Group
  • Murri Sisters Mobile Support Service
  • Five Bridges Indigenous Alcohol Support Program
  • Residential Project

The Community Programs Manager will coordinate with team members the CJGs across the above programs to ensure that these services are aligning to the KPIs and Deliverables described in their Service Agreements and Funding Schedules.

The Community Programs Manager will supervise team members and provide assistance across the Brisbane, Ipswich, Beenleigh, and Sunshine Coast areas. Regular travel will be required to complete site visits, meet with team members, and other important stakeholders.

Knowledge & Experience:

  • Identify as Aboriginal and/or Torres Strait Islander
  • Open C Class Drivers License
  • Working with Children Blue Card
  • Sound interpersonal and communication skills both written and verbal in public settings, including demonstrated ability to communicate effectively with Aboriginal and Torres Strait Islander people
  • Qualifications and relevant experience in community services
  • Sound knowledge or the ability to rapidly acquire sound knowledge of the operations of the Murri Court
  • Sound knowledge of community DV issues or the ability to rapidly acquire
  • Sound Knowledge of Alcohol and Substance use issues or the ability to rapidly acquire
  • Demonstrated ability to effectively perform duties in an organisation, achieving goals and meeting deadlines
  • Sound knowledge of computer technology systems and programs to assist with managing tasks and developing reports

Responsibilities & Accountabilities of the position:

The Community Programs Manager will be responsible for:

Community Engagement

  • Creatively and proactively work with the Community Justice Groups (CJGs)
  • Attend quarterly meetings with CJGs and provide quarterly financial reports and acquittals
  • Liaise with Funding Bodies (DJAG & DOCs)
  • Communicate issues, opportunities, and insights to the Workstars company at large
  • Participate in professional networking with other services
  • Identify and engage advocates
  • Project Management
  • Deliver and support programs within the funding requirements and within designated timeframes
  • Develop and maintain service funding body expectations
  • Manage stakeholders' expectations
  • Manage risks
  • Implement and manage changes and interventions
  • Constantly monitor and report on progress of the services to Workstars Board each quarter
  • Provide quarterly reports to Workstars Board
  • Identification and procurement of resources
  • Provide quality assurance
  • Ensure all governance, quality, and compliance requirements are met and upheld across all project sites, including HSQF and other auditing specifications

Staffing

  • Manage and provide support for all Volunteers
  • Manage staff performance
  • Responsible for the coordination, implementation, execution, control of service delivery by staff
  • Monitor staff and their personal and annual leave
  • Provide annual performance appraisals on staff
  • Provide direction and support to staff
  • Track and meet all serviced milestones working with staff
  • Manage and facilitate project/staff meetings
  • Assist with recruitment, interview, and onboarding of new Community Program team members

Financial

  • Sign off on Volunteer pays each fortnight
  • Sign off on Mastercard/Petty Cash top-ups
  • Ensure quarterly reports are finalised and submitted by due date
  • Ensure Accounts is advised of Quarterly Financial Acquittal reports due to DJAG by due date
  • Ensure Accounts is advised of Annual Audit report for programs and the end of each year
  • Work with Office Manager to maintain assets and further administrative needs
  • Work with Financial Controller to ensure budgets are maintained
  • Manage each service's budget
  • Ensure all contractual requirements are met
