Project Cost Assurance Lead

About the role:
SA Water is seeking a highly skilled Cost Assurance Lead to join our Sustainable Infrastructure team. This is a key position accountable for the Integrated Turn Out Cost Assurance Process (ITAP) and acting as the Principle's Cost Verifier for our Water and Waste Water infrastructure projects.
The successful candidate will work closely with internal teams and partners to ensure that work proposals are based on prudent and efficient methodologies, consistent with market pricing and established benchmarks. This will be achieved through a combination of construction costing experience and maintaining a cost benchmarking and data-based approach.
The Cost Assurance Lead will be responsible for:
- Developing, managing, and maintaining the ITAP in collaboration with key stakeholders.
- Undertaking detailed review and interrogation of TOC Development Services Upper Limiting Fee proposals through analysis of rates, hours, and engineering deliverables.
- Conducting detailed review of "open book" Framework Contractors TOC estimates, including methodology, clarification, exclusion, risk, and opportunity.
- Reviewing risks Assessments provided by client partners to assess and agree valuation of risks, likelihood of occurring, and best holder of the risk under the contract.
- Analyzing and reviewing project plans, specifications, and requirements to identify potential cost-saving measures and value engineering opportunities without compromising project quality.
- Developing and maintaining positive relationships with client partners to ensure the highest levels of collaboration and service.
- Ensuring that the detailed Final Cost Report and reconciled TOC are in an acceptable format for use by the Cost Intelligence Lead in rates database, cost models, and Benchmark Dashboards.
- Developing and maintaining the Integrated TOC Assurance Process.
- Providing high-level estimating advice to the Cost Intelligence team for Budget Estimates.
To be successful in this role, you will require:
- Bachelor's degree in engineering or construction or equivalent relevant work experience.
- At least 10 to 15 years in the construction industry.
- Sound understanding of open book contracting models, particularly Risk Adjusted Maximum Price (RAMP) or Target Outturn Cost (TOC).
- Highly competent in First Principal Estimating practices and Work Breakdown Structures.
- Broad understanding of other Project Controls functions.
- Highly developed interpersonal and relationship-building skills.
- Excellent written and verbal communication skills.
