The Role

Are you ready to make a strategic impact in people systems, payroll, and workforce reporting within a complex, purpose-driven organisation?

We’re seeking an Associate Director, People Systems & Capability to drive the effective management and continuous improvement of people systems, vendor relationships, and workforce reporting capabilities. This integral role provides subject matter expertise, leads day-to-day management of key external providers (including payroll and HCM), and oversees data analytics and insights that support optimal decision-making across the department.

Main responsibilities

- Lead operational oversight of key external vendors – payroll, HCM, contractor management to ensure timely and high-quality service delivery

- Manage and enhance the department's payroll shared service provider, workforce reporting, dashboards, statutory reporting and insights to inform strategic decisions

- Oversee people systems, identifying and implementing initiatives that improve systems and processes

- Provide expert support to stakeholders on systems, reporting tools, and data quality improvement

- Deliver projects that transform and increase capability across the people and capability department

- Lead a team of 3 staff

Requirements

- Proven experience managing and improving workforce systems, payroll operations and data reporting functions ideally in the government sector

- High-level stakeholder management skills, with a demonstrated ability to navigate government processes, build effective relationships and manage vendor or shared service provider performance

- Strong leadership capability to effectively manage a team of 3 direct reports and enable optimal performance

- Experience delivering data and reporting solutions, including dashboards and analytics (e.g. Power BI), and using workforce data to inform decision-making

- A strong working knowledge of public sector policies, procedures and governance frameworks, and the ability to operate effectively within them

- Experience working with payroll and workforce management systems such as SAP, Cornerstone or similar platforms
