We are looking for someone who can assist in leading a team to deliver on the core objectives of AFMA Observer and Electronic Monitoring team.

About the team
The team is currently responsible for the effective and efficient delivery of AFMA’s field based Scientific Observer Program. Over the coming 12 months it is anticipated that the role of the team will evolve, incorporating the delivery of AFMA’s observer program and the operational function of its electronic monitoring program into a single integrated monitoring team.

Observer Program
The Observer Program is responsible for the collection of independent data about at sea fishing activities. The Observer Program deploys scientific observers to collect a range of data required for effective fisheries management of Commonwealth fisheries, including for example biological data such as otoliths and length measurements. Field observers are placed on board Commonwealth fishing vessels or undertake port monitoring.

The Canberra based Observer administration team provides the support to the field observers, managing the deployments and liaising across AFMA’s business areas regarding the observer needs of each fishery.

Electronic Monitoring Program
The Electronic Monitoring Program validates critical data, provides independent validation and monitoring of high-risk components of fisheries and enables identification of new and/or emerging risks and issues on board fishing vessels. The information and data collected supports evidence-based decision making and informs risk-based compliance activities.

AFMA’s Electronic Monitoring Program is utilised by all business areas, including fisheries management areas and compliance teams. In addition, AFMA’s Electronic Monitoring Program has linkages into international fora, with growing interest in this tool from regional fisheries management organisations.

AFMA’s Electronic Monitoring Program is cutting edge, both nationally and internationally, and requires the team to maintain excellent relationships with internal clients and collaborate closely with external stakeholders such as the fishing industry, CSIRO, conservation NGOs and electronic monitoring vendors globally.

The position
The primary roles of the Manager in the Observer and Electronic Monitoring program are to:

- Assist the Manager in the delivery of the program’s operational services.
- Plan and manage the annual observer deployment plan.
- Engage closely with Fisheries Managers to ensure the program delivers the specific data and monitoring needs of each Commonwealth fishery.
- Assist in managing the safety and wellbeing of observers deployed on commercial fishing vessels through proactive monitoring, risk assessment, and coordination with relevant stakeholders.
- Collect and ensure quality assurance of fishery-specific data, and provide data summaries and reports on issues and developments affecting the quality and reliability of data.

Capabilities
We are looking for someone who:

- Has excellent communication (both verbal and written) and negotiation skills and can effectively liaise with stakeholders.
- Can demonstrate experience and ability in data analysis, report writing and managing a broad range of projects including delivering scientific programs, data management, contract management and program delivery.
- Can work collaboratively in a small team environment whilst being adaptive to changing and competing priorities and generate important program outcomes.
- Can demonstrate their experience managing and supervising remote staff and functioning as part of a high performing team.
- Will show initiative and sound judgement in undertaking the day-to-day duties of the position.
