The Torres Strait Island Regional Council (TSIRC) is seeking a dedicated and experienced Trustee Leasing Officer to lead the delivery of our Trustee Leasing Program. This role is central to enhancing land tenure outcomes across our region, particularly for Deed of Grant in Trust (DOGIT) lands, supporting both home ownership and commercial leasing opportunities. The position will work closely with the DOGIT Transfer, Land Tenure and Native Title Advisor to progress existing and new applications for leases.
About the Role
Reporting to the Manager Governance and Risk, the Trustee Leasing Officer will:
- Lead and coordinate the Trustee Leasing Program for DOGIT lands.
- Drive lease negotiations, manage lease applications, and resolve land tenure issues.
- Facilitate expert land assessments and ensure community-led decision-making processes are followed.
- Ensure compliance with the Torres Strait Islander Land Act 1991, Aboriginal Land Act 1991, and Council's Trustee Policy, as well as other associated policies.
- Deliver culturally sensitive engagement and provide strategic advice to support Trustee decisions.
Key Responsibilities:
Program Management & Leasing Coordination
- Manage Expression of Interest applications, processes and negotiations with prospective lessees.
- Process existing and new lease applications.
- Address emerging tenure challenges.
- Possess a sound understanding of land administration requirements, such as cadastral survey, cultural heritage, native title and town planning.
Compliance & Community Engagement
- Implement and uphold the Trustee Leasing Policy procedures.
- Ensure engagement processes are inclusive, respectful, and aligned with cultural protocols.
- Offer guidance to stakeholders on legislative and policy compliance.
Records & Reporting
- Maintain and update leasing databases and ensure best practice records management.
- Prepare detailed papers to support and enable compliant Trustee decision making.
- Keep management informed of arising issues.
What We're Looking For

- Proven experience in land tenure, leasing, or property management, particularly in indigenous land contexts.
- Strong understanding of Queensland land legislation, including the TSILA and ALA.
- Demonstrated ability to manage stakeholder engagement, including with indigenous communities.
- High level project coordination and communication skills.
- Knowledge of the Native Title Act 1993 would be an advantage.
