About the Port
The Port of Townsville Limited (thePort) has been actively shaping the future of Townsville and NorthQueensland for 160 years. Today, we are Australia’s largest port for zinc, lead, copper, sugar and fertiliser. Additionally, we handle more motor vehicles and containerised goods than any other port in Northern Australia. The goods that flow through our ports are grown, mined, manufactured and used to better the lives of more than 800,000 people across a vast catchment area, spanning from Hinchinbrook to the Burdekin and west to Mount Isa.
On average, more than 8 million tonnes of goods, worth more than $10 billion, cross our wharves each year. Thanks to our customers, we are one of the country’s most diverse ports, linking more than 30 different commodities to 130 ports in 44 countries. The Townsville port is also an increasingly strategic forward mounting location in Australia’s Defence capabilities, as well as an important tourism enabler due to its modern dedicated cruise ship terminal.

About the role and you
The Senior Learning and Development Officer plays a pivotal role in shaping the Port’s workforce capability by leading the design, delivery, and evaluation of learning strategies that directly align with organisational objectives and Port Vision 2050. This role provides strategic oversight of the Port’s Annual Learning Plan, ensuring investment in learning and development delivers measurable outcomes, closes skill gaps, and supports long‑term succession planning and talent growth.
At an operational level, the position is responsible for creating and facilitating engaging learning experiences, managing the learning and development budget, and leveraging data to align programs with current and emerging workforce needs. Working collaboratively with leaders, subject matter experts, and external partners, the Senior Learning and Development Officer drives employee growth, enhances organisational performance, and fosters a culture of adaptability, continuous improvement, and career progression across the Port.
Experience you’ll need
To be successful in the role, you will require:
- Develop and implement strategies and frameworks for learning and development to address skill gaps and organisational objectives.
- Coordinate and oversee the execution of the Port's Annual Learning Plan, including the management of the year‑on‑year budget allocated for training and development initiatives.
- Collaborate with Port leaders to conduct comprehensive assessments, identify organisational and individual learning needs and gather feedback and insights on skill gaps.
- Develop and implement remediation plans to close skill gaps, ensuring compliance with industry standards.
- Analyse workforce trends to align learning and development strategies with current and future workforce requirements.
- Assist with succession planning and talent mapping, with oversight into the workforce’s skills and capabilities.
- Create engaging training content in multiple formats (e‑learning, instructor‑led, blended learning, etc.) to meet diverse learner needs.
- Facilitate training sessions and workshops, both virtually and in‑person, ensuring high levels of engagement and learning retention.
- Support and coach employees and leaders in using development tools and learning resources effectively.
- Coordinate with external vendors or consultants for specialised training as needed.
- Act as a change agent, encouraging employee engagement in development opportunities and career advancement.
- Prepare reports on learning outcomes, ROI, and programme effectiveness for leadership review.
