About Us
The Department of Transport & Planning brings together all transport modes to design, plan, build and operate Victoria's transport system. Our job is to further integrate the transport network and improve the delivery of services to Victorians for simpler, quicker and safer journeys that connect people and places and support Victoria's prosperity and liveability.
The Operations Lead will lead a dedicated operational team within the Commercial Transactions division. The project team seeks to deliver the State's future public transport ticketing solution and services and oversee the transition and the implementation of the future ticketing solution.
Reporting to the Program Director, this role will be required to lead a multidisciplinary operations team to deliver the transition from the previous ticketing services contract to the new contract, as well as ensuring the operational readiness for the implementation and operations of the future ticketing system within the newly awarded Ticketing contract. The Operations Lead will work in close collaboration with the broader Commercial Transactions division and other stakeholders within and external to the Department of Transport and draw on the expertise of specialist advisory consultancies.
POSITION OUTCOMES
Planning and Delivery
- Lead overall Operations team to ensure delivery of all contractual requirements, acquisition of goods and services required for implementation of the future public transport ticketing system. Requirements of this program will be informed by relevant regulatory/legislative requirements outlined by the government
- Lead the implementation of the new Ticketing system across the network while ensuring continuity of service as the previous Ticketing service is phased out. Across the new ticketing systems roll out ensure that the network is operationally ready for each of the phases of the roll out.
- Collaboratively worked with the senior leadership to support the strategic planning process and delivery of departmental priorities.
- Leadership - Effectively led the performance of people through strengthening capability and engagement; and championing a diverse, safe, inclusive culture aligned with the department's values.
- Authoritative Advice - High quality, authoritative strategic and operational advice provided to Ministers, the Secretary and executive leadership to support transport portfolio objectives and respond to emerging and/or complex issues.
- Stakeholder Management - Key internal and external stakeholders have been effectually engaged and collaborative partnerships led across the government, the private sector and with the community to integrate and coordinate policy, regulation, and delivery of services.
- Organisational and Government Change - Led and contributed to government and organisational reforms including the assessment of the quality and effectiveness of change initiatives and organisational improvements.
- Resource Management - Departmental policies and governance frameworks have been complied with, budgets are met, and fit for purpose workforce plans delivered.

QUALIFICATIONS and experience
Mandatory
- A relevant tertiary qualification in commerce, finance, economics, business management or related discipline is highly regarded.
- A proven record of leading commercial analysis and advisory of government initiatives highly desirable.
Demonstrated experience working on major technology projects in either public and/or private sectors, including experience with a range of procurement models.
