The Procurement Administrator will work within the Governance Unit in the Infrastructure and Business Services Division (IBSD). The Governance Unit provides secretariat support for the VCAA Board. It also facilitates the development and implementation of the strategic planning process and business planning, manages the monitoring, analysis and reporting of organisational performance against the planning framework, and manages key internal and external stakeholder groups.
The procurement function sits under Governance and is to champion the VCAA's adherence to the DET Procurement Policy by providing sound policy and procurement advice to VCAA staff, as well as reporting on key procurement activities and metrics as needed.
This role will also assist the Governance Manager with other tasks as required.
The role will work in a collegiate manner with the DET Corporate Procurement Unit, directly contributing to procurements less than $50,000 and ensuring to compliance of DET procurement policy for procurements greater than $50,000.
As of 1 July 2021, the VCAA is required to conduct its goods and services procurements in accordance with the Victorian Government Purchasing Board (VGPB) policies. Through adherence to the Department of Education and Training's (DET) Procurement Policy, the VCAA will meet this obligation using Oracle as a procurement workflow and document repository tool.
More specifically, the Procurement Administrator will be responsible for:

- ensuring staff are informed of and familiar with the obligations of the VCAA to conduct its goods and services procurements in accordance with the VGPB supply policies through adherence with the DET Procurement Policy setting;
- providing commercial advice and support on procurements below $50,000;
- ensuring currency and access to procurement support resources (Policy, guides and processes);
- collaborate with VCAA Legal Services Unit to ensure goods and services procurement contract templates are current and accessible;
- coordinating annual reporting to meet Victorian Government Purchasing Board and other business reporting requirements;
- Assisting with administrative tasks within the Governance unit as required.
