Bsbl Delivery Manager

The Delivery Manager will develop and own delivery roadmaps and use their expertise in Portfolio management to monitor the resource and capacity planning for each Program. The Delivery Manager will be accountable for the enhancement of the delivery processes and procedures.
They will also produce any necessary reporting and data for stakeholders across the Portfolio in relation to delivery, vendor management, release management, solution design and overall project coordination. They will need to work closely with Executives, and technical and business Subject Matter Experts to plan and communicate across all streams, including dependencies and impacts. They will be expected to use their experience in blending traditional project principles and practises with a tailored Agile development approach to fit large, complex, business-critical projects with the appropriate level of planning and provide the right balance of agility and predictability.
The primary duties and responsibilities of the Delivery Manager are outlined in the "Key Accountabilities and Key Activities" section, with additional support given to the Program Director Officer by carrying out any additional tasks at the manager's discretion.
The responsibilities will include;* management of demand for enhancements or change across the Early Childhood Systems Portfolio
- facilitate and lead the prioritisation of demand and delivery of endorsed enhancements in collaboration with streams
- development and ownership of the future demand roadmap
- resource and capacity planning and management across the Portfolio
- enhancement of delivery processes and procedures
- production of delivery reporting and data for stakeholders
- provide management support and leadership to the Delivery teams* planning and scheduling of releases, including populating and maintaining project schedule information, roadmaps, business engagement, UAT activities, etc.* communication of the release schedule across all streams, including dependencies and impacts* ownership of the request for change and Change Advisory Board process for the Program
- build and sustain effective working relationships with a network of key stakeholders internally and externally* work effectively with cross-functional teams to achieve the required outcomes
**Knowledge & Experience Requirements**:
Due to the seniority of the role it requires a minimum 5 years experience in the following essential requirements:
- Extensive demonstrated experience in Delivery Management for complex IT programs, with multiple concurrent project streams and technology products *Strong stakeholder management, negotiation and influencing skills, including with senior-level stakeholders
- Experience in multi-stream release management activities such as scheduling, roadmaps, demand management and prioritisation* Experience in designing processes and system improvements that deliver tangible benefits to end-users and customers.
ECE Group is also responsible for the implementation of the Victorian Child Information Sharing Reforms enabling the access to and sharing of information between authorised organisations to improve the well-being and safety of children.ECE works closely with partners in other groups in the Department, the Victorian Curriculum and Assessment Authority, the Victorian Registration and Qualifications Authority, the Department of Health, the Department of Fairness, Families and Housing, Municipal Association of Victoria, various statutory authorities, Local Governments and service delivery partners, parents, and families.The Victorian Child Information Sharing and Early Childhood Systems Division is made up of a number of branches and teams, which work collaboratively together to achieve the Whole of Victorian Government and Divisional goals.
A Working with Children Check is a mandatory requirement for this role.
