**About the role**:
- The Minor Capability Acquisition Program (MINCAP) is managed by the Army Minors Cell within Systems & Integration Branch, of Land Capability Division of Army Headquarters (AHQ) and is a significant contributor to Army capability. It is one of the primary means for Army to enhance current capability or introduce new capability. The MINCAP represents substantial investment by Army in capability development and provides a source from which Army can pursue relatively rapid capability development and enhancement. The Army Minors Cell is led by Staff Officer Grade One Minor Capability Acquisition Program (SO1 Minors), and includes the position of Staff Officer Grade Two Minors Development (SO2 Minors) and Army Minors Project Manager.

**Statement of Duties**:
Engage closely with Army Minors Program stakeholders (including the various Army Functional Command Headquarters, and the Programmatic lead at Land Capability Division of Army Headquarters) to ensure that Project proposals and associated documentation have been properly consulted; endorsed; and are supported by appropriate planning and governance;
Provide guidance to the relevant project lead of existing and proposed Army Minor Projects on the preparation of new proposals; amendment proposals; and ongoing reporting requirements;
Ensure that formal guidance and templates regarding Army Minor Projects (including formal Business Cases and other documentation) is updated to reflect new policy and Defence organisational advice;
Develop and maintain current awareness of requirements and considerations affecting Army Minors Projects arising from Defence Industry Security Program (DISP), Cyber Security and Cyber Worthiness, evolving concepts of Land Worthiness; Defence Security Principles (including sensitive technology management), Defence Risk Management Principles, supply chain assurance, and other concepts as identified from time to time by SO1 Minor;
Engage with Defence stakeholders (including Army Directorate of Logistics; Defence Capability Acquisition and Sustainment Group, Defence Chief Information Officer Group; Defence Science and Technology Group, and others) to ensure Army Minor Project Sponsors have engaged with the correct stakeholders and delivery / sustainment agencies;
Coordinate the conduct of MINCAP Governance activities, including planning and providing secretariat support to the Army Minors Management Committee (AMMC) and the Army Minors Projects Screens series;
Prepare (and support the preparation) of written and verbal briefings to the Army Minors Program chain of command (which includes SO1 Minors; Director General Systems & Integration (1 star); Head Land Capability (2 star); Army Business Working Group (ABWG) chaired by Deputy Chief of Army and other appointments and committees) on the health and performance of the MINCAP and associated the risks, issues and impacts; based on information provided through engagement with Army Minors Project stakeholders; AMMC; and the Army Minors Project Screening process;
Support the ongoing modernisation and development of the Army Minors governance framework and management tools in accordance with guidance provided by SO1 Minors;
Use and develop the Army Minors Program reporting tool;
Provide capability development advice to SO1 Minors;
Represent SO1 Minors at Project / Program Management Steering Groups and other forums and meetings as required;
Understudy SO1 Minors, and be prepared perform the duties of SO1 Minors on occasion;
Be prepared to support the Army Minors Project Manager; and perform defined duties in their absence; and
Other duties as required.

**Skillset & Experience Requirements**:
- **Essential**:
Two years of experience in a Project Manager or related role which demonstrates understanding of Project Management principles.
Demonstrated experience in stakeholder engagement and relationship management beyond formal lines of authority.
Intermediate skills in Microsoft Excel appropriate.
Excellent written and verbal communication skills.
Demonstrated ability to rapidly learn organisational policy and principles.

**Desirable**:
Experience in business analysis and/or process improvement.
Five years of experience to Defence including understanding of capability management policy, governance and accountability.
