Based in Orange, the Regional Programs Branch of the Department of Infrastructure, Transport, Regional Development, Communications and the Arts offers a unique opportunity to combine a regional lifestyle with the benefits of a career with the Australian Public Service (APS). The Regional Programs Branch is part of the Regional Development and Local Government Division within the Department of Infrastructure, Transport, Regional Development, Communications and the Arts. The Branch delivers grant programs to regional economies via local councils, non-profits and other non-government entities - supporting small community organisations to investing in transformative infrastructure projects.

**Engagement and Development Section**

The Engagement and Development Section provides the stakeholder engagement and communications framework for the branch and is responsible for establishing new programs. The Section operates with autonomy and is accountable to the Assistant Secretary of the Regional Programs Branch for the delivery of work assignments on time and to expectations in terms of quality, deliverables and outcomes.

We are looking for an engaged and dedicated Assistant Director to join the team to help us design well-structured, transparent and accountable grant programs for community infrastructure that aligns with the broader goals of community priorities and creates a positive, lasting impact.

**Program development**:

- Responsible for the design and establishment phases of new programs:

- From New Policy Proposal to budget announcement
- Development of service schedule or grant management plan with appropriate grants hub
- Development and finalisation of grant guidelines
- Establish Legislative Authority through executive council processes
- Develop and process information for the Regional Initiatives Governance Board, including to the Tiering document, Probity plan, Implementation plan, Risk register, Stakeholder communication plan, Monitoring and evaluation plan and Standard operating procedures
- Grants Hub engagement for the establishment phase
- Manage recommendations and decisions of projects by Minister
- Hand over to Program Delivery

**Stakeholder engagement**:

- Develop and update the Branch’s External Stakeholder Engagement Plan
- Provide liaison support between the sections in the Branch and the media/communication and web services teams as requested
- Support new programs with communication plans for launch and other major activities

**Corporate activities**
- Ministerial correspondence
- Input into reporting such as Program Status Reports
- Senate estimates, question time and other briefs
- Inbox queries

You will undertake varied tasks, which may include:

- Designing, managing and supporting the delivery of programs, contracts and grant initiatives to a high standard and within agreed timeframes.
- Developing and maintaining an understanding of relevant legislative, policy and procedural frameworks relevant to grant program development and implementation
- Engaging with complex issues, providing recommendations and developing clear written material, submissions and briefs suitable for a range of executive and Ministerial audiences.
- Communicating technical/program information through a variety of mediums (written, oral, visual), providing regular program reporting, ministerial and senate estimates briefs and responses to other formal queries.
- Developing and maintaining collaborative working relationships with stakeholders including delivery partners at all levels.
- Excellent leadership skills, including the ability to exercise judgement, lead a small team, operate independently and understand the impact of the wider environment on your own work and team objectives.
