The Commission is seeking a Program Manager, Digital and Integrated Systems on an ongoing basis within the eHealth and Medication Safety team.

The eHealth and Medication Safety Program is responsible for the ongoing stewardship of nationally standardised tools used in Australian hospitals to prescribe, dispense and administer medicines safely. The Program also contributes to digital health through safety programs, which focus on optimising clinical information systems to support healthcare providers. Digital health encompasses electronic medical record systems, hospital medication management programs and national digital health infrastructure to improve the safety and quality of health care.

The Program Manager is responsible for leading program implementation within the Commission and reports to the Director, eHealth and Medication Safety.The Program Manager will be responsible for key areas of digital patient safety work including:

- Provide external assurance to the Australian Digital Health Agency in support of their responsibilities to develop, implement, and operate comprehensive and effective clinical governance, using a whole of systems approach to ensure clinical safety and quality in the delivery of the national digital health work program
- Coordinate digital health safety initiatives, in collaboration with the Commission’s programs areas, to drive safe and effective use of digital health solutions and national digital health infrastructure
- Work collaboratively with state and territory health departments to identify opportunities for national digital health guidelines and resources

The duties of the Program Manager will include, but are not limited to, the following:

- Deliver the outcomes specified in the Commission’s work plan and its Memorandums of Understanding and/or Funding Agreements with government agencies
- Manage projects, including the development of implementation plans, project budgets and fiscal management, project timelines, production of project deliverables, monitoring and reporting, and providing recommendations regarding managing risk, identifying problems and formulating solutions
- Oversee the development of reports, briefs, and other documents for a range of audiences, in particular for the Australian Digital Health Agency, the Commission Executive and Board, Health CIOs, and the Australian Government Department of Health and Aged Care
- Liaise, negotiate with, and manage a range of internal and external stakeholders, including government agencies, senior clinical, safety and digital health experts, and jurisdictional, national, and other government and non-government organisations
- In partnership with clinical and safety experts, develop and conduct reviews in support of the Australian Digital Health Agency’s work plan and priorities, particularly regarding national digital health infrastructure and the National Digital Health Strategy
- Oversee and manage contracting of service providers and expert advisors
- Participate in and present to internal and external committee meetings, fora and workshops on relevant topics
- Manage and supervise staff of the program including undertaking performance management responsibilities for the program team
- Provide advice to the Director, eHealth and Medication Safety and the Commission Executive about the progress of projects, the identification of emerging issues and appropriate mitigation strategies
- Extensive senior experience, working with government and non-government organisations in the areas of health, digital health, and/or clinical safety and governance
- Experience in conducting program, system or clinical reviews. Knowledge and experience with the My Health Record and other clinical information systems is desirable
- A demonstrated ability to manage budgets, contracts, multiple projects and priorities, to think strategically and identify and manage risk
- Demonstrated strong leadership and interpersonal skills, including experience in facilitation, negotiation, influencing and consultation, and an ability to cultivate productive working relationships with a wide range of stakeholders
- Excellent written and oral skills, including the preparation of high-level reports, briefing papers, correspondence and other documents that can explain complex technical issues simply and in a manner which can be clearly conveyed to a variety of audiences
