The Department of Home Affairs is responsible for centrally coordinated strategy and policy leadership in relation to domestic national security arrangements, law enforcement, emergency management, counter-terrorism, social cohesion, the protection of our sovereignty, the integrity of our border and the resilience of our national infrastructure.
The Australian Border Force, an operationally independent body within the Department of Home Affairs, is Australia's frontline border law enforcement agency and Australia's customs service. The Australian Border Force's mission is to protect Australia's border and facilitate the legitimate movement of people and goods across it.
**Overview of the Branch and Section**:
The Cyber Risk Services (CRS) Branch performs two core interrelated functions:
- Ensuring continuous maturity improvement against the Protective Security Policy Framework (PSPF) and the Information Security Manual (ISM) by acting as the second line of assurance, which involves risk oversight and compliance functions when managing the confidentiality, integrity and availability of all official information
- Network defence through detecting and responding to intentional and unintentional activities by both external and internal threat actors that could compromise the Department’s information and ICT assets.
The Identity Management and Access Control (IMAC) Section manages the Department's identity and access control systems, including user and privileged accounts. The Section provides an enterprise-wide identity and access management capability that enhances the security of the Departmental ICT environment. The Section ensures the Department’s staff have access to appropriate information at all times and ensures all Departmental ICT resources are appropriately controlled and audited.
**About the role**:
The APS 5 Access Control Administrator position is responsible for administering access control for a range of Home Affairs systems. It involves the management of user lifecycle and access controls for lower and production environments.
The role requires a strong knowledge of Identity and Access Management, z/OS Mainframe, ACF2, Active Directory, Tivoli Directory Services and LDAP. In addition, desirable skills include ability to work as an effective team member in a busy team with competing priorities, good analytical skills and experience in dealing with a diverse client base.
This position may be required to be on-call.
**Specific duties/responsibilities**:
- Administer and resolve complex incidents assigned to the resolver group through the use of Service Manager, within the Operational Level Agreement (OLA)
- Conduct advanced management of user lifecycle (including Home Affairs staff, Contractors, External Service Providers, Other Government Agencies and external users) for Active Directory, Mainframe, and Tivoli Directory Services
- Manage privilege and normal users
- Identify and escalate problems and process issues
- Demonstrate astute judgement and responsiveness in escalating issues where required.
**Role requirements/qualifications**:
Minimum of 2 years’ experience as a support operator in one or more of following competencies:
- Active Directory
- Mainframe and ACF2
- IBM Security Identity Manager / Tivoli Identity Manager
- IBM Security Access Manager / Tivoli Access Manager
- IBM Security Directory Server / IBM Tivoli Directory Server
- Understanding of ITIL practices
- Demonstrated analytical, fault diagnosis and problem-solving skills
- Strong documentation skills, including documenting standard operating procedures and build and configuration guides.
