About the Community Safety Building Authority
The Corporate Services and Infrastructure group oversees and leads the key public accountability requirements of the department including finance, procurement, evidence and insights, performance reporting and risk, audit and integrity. The group also manages the governance and delivery of major infrastructure through the Community Safety Building Authority (CSBA).
The CSBA was established in June 2019 and designs, procures, builds, and upgrades the infrastructure needed to keep communities safe. It provides end-to-end project development, management and delivery of Victoria's new prisons, youth justice centres, court and custody facilities, emergency services facilities and public safety features. As well as delivering new infrastructure CSBA modernises, expands, and upgrades existing facilities.
The CSBA has a highly skilled workforce of experienced professionals from across the public and private sectors that support the development, procurement and delivery oversight of major capital projects. The CSBA team includes specialists in community safety infrastructure, project management, engineering, cost management, commercial management, planning and design.
Reporting to the Procurement Manager within the Project Management Office, the Procurement Adviser advises and performs a range of compliant procurement and contract administration activities including low to high risk and varying complexity.
This includes being responsible for preparing and reviewing high level business documents including sourcing documents, briefings, correspondence, tenders, detailed reports and submissions on procurement and contract administration matters. This role ensures the timely progress of procurement and contract administration activities throughout the varied government processes, in a fast-paced environment.

About the Role
The Procurement Adviser will conduct and advise on procurement activities from the sourcing stages to contracting and support the PMO to build and maintain effective relationships with third party suppliers, department staff and other key stakeholders.

**You will also**:

- Performs and advise compliant procurement and contract administration activities, in line with the State's and department's Procurement and Contract Management Frameworks.
- Performs end-to-end procurement processes for CSBA across a range of low to high-risk activities of varied complexity.
- Managing procurement and contract data, including ongoing change management to support the procurement lifecycle.
- Providing procurement system support to whole of CSBA.
- Support the Procurement Manager to implement software upgrade, release management and new implementation initiatives.
- Administration and support of CSBA taxonomy.
- Assists with the identification, benchmarking, and evaluation of suppliers in line with approved sourcing and evaluation processes.
- Provides authoritative, compliant, and reliable procurement and contract administration advice, including the identification, analysis and resolution of emerging issues, opportunities, risks, and trends affecting value for money and compliance.
- Manages evaluation, approval, and authorisation procedures to ensure probity, security, quality document control and transparency in all procurement activities.
- Applies the appropriate procurement and commercial policies, strategies, and approach relevant to the procurement objective and ensures integrity and justification of procurement processes and decisions.

About you
- Knowledge and experience in public construction procurement, contract administration and commercial supplier engagements.
- Experience in drafting procurement documents and undertaking processes
- Strong analytical and numerical skills (strong financial acumen and skills, including export/import and data, creating complex pivot tables and charts, v-lookups, dashboarding and basic BI knowledge)
- Attention to detail and compliance with government policy, legislation and procurement processes and requirements.
- Working in a collegiate, dynamic, small team, and working independently to deliver work on time.
- Demonstrated ability to deliver high quality market analysis, procurement reports and compliant advice for value for money outcomes.
- Demonstrated conceptual and analytical skills including the ability to identify emerging issues and provide solutions that ensure quality delivery of outcomes.
