**About the role**

We have an exciting opportunity to lead and manage a team of policy officers who develop and implement projects and policies to deliver on the NHVR’s regulatory outcomes. In addition, the position is required to assess the viability of existing operational policies and identify any policy or procedural gaps associated with the delivery of services by jurisdictional service partners to establish a nationally harmonised approach that support effective delivery of transitioning services by the NHVR.

**Key Responsibilities/Accountabilities**:

- Lead, manage and develop individuals within the Compliance Services team to ensure the effective delivery of a comprehensive work program within a time critical environment.
- Lead the development of operational policies, plans, procedures and associated documentation relating to the effective operationalisation of regulatory services, with a strong focus on on-road compliance and enforcement related activities, delivered by the NHVR and its service partners under the HVNL.
- Build and maintain highly effective working relationships across NHVR, partner agencies, industry, customers and other stakeholders.
- Monitor the effectiveness of existing national operational policies, plans, procedures and systems to ensure they remain effective and appropriate for transitioning services.
- Provide authoritative advice to the Chief Operating Officer and the Executive Leadership Team on operational policy issues that may impact on the delivery of regulatory services nationally.
- Work collaboratively with NHVR peers to ensure a collaborative approach to effective leadership and direction in an environment of change and continuous improvement.
- Represent the NHVR in a variety of forums and negotiate with influence with a range of key stakeholders including government agencies, industry bodies and customers.
- Adhere to all NHVR policies and procedures to ensure compliance with NHVR internal processes.
- Comply with WH&S policies and procedures and contribute and promote a safe and healthy work environment.

**About You**
- Demonstrated knowledge and understanding of the heavy vehicle regulatory environment and
inter-relationships between state and territory governments, industry and the NHVR.
- Demonstrated high-level leadership, people management and communication skills.
- A willingness to undertake regular interstate travel.
- Significant experience in a senior management capacity in the heavy vehicle regulatory compliance environment.
- Demonstrated success in negotiating outcomes in a complex national reform context.
- A good understanding of the NHVR and its goals, with a particular focus on National Services Transition Program and what it will deliver to the organisation and the participating states.
- Demonstrated ability to manage competing priorities and deliver quality outcomes in a complex reform environment within required timeframes and budgets.
- Demonstrated understanding of the key operational issues and supporting policy and procedural requirements surrounding national heavy vehicle regulatory service delivery.
- Demonstrated ability to build and maintain credible and productive relationships within the organisation and across a diverse range of internal and external stakeholders.
- Proven ability to effectively lead and manage people and teams in a complex change environment.
- Ability to engender a culture of collaboration, accountability, transparency and achievement with a commitment to achieving desired outcomes.
- Highly developed written, oral and interpersonal skills appropriate to senior levels of government and industry, including clear and concise analysis and expression of complex ideas and issues.

The National Heavy Vehicle Regulator (NHVR) commenced operations in 2013 as a national entity responsible for regulating all vehicles in Australia over 4.5 tonnes gross vehicle mass. The NHVR minimizes the compliance burden on the heavy vehicle transport industry, reduces duplication and inconsistences across state and territory borders, and ultimately for the heavy vehicle business with government in Australia.
