About the Aged Care Quality and Safety Commission
The Aged Care Quality and Safety Commission (the Commission) was formed on 1 January 2019. The role of the Commission is to protect and enhance the safety, health, wellbeing and quality of life of people receiving aged care.
The Commission is the national end-to-end regulator of aged care services and the primary point of contact for consumers and providers in relation to quality and safety. Our vision is to support a world-class aged care system driven by empowered consumers who enjoy the best possible quality of life.
We aim to build confidence and trust in aged care, empower consumers, promote best practice service provision, promote quality standards and hold providers to account for their performance against the expected standards of care. We seek to promote an aged care system that develops safer systems of care, inculcates a culture of safety and quality, and learns from mistakes, while providing the oversight that can assure the community that aged care services are operating as they should, including working on continuous improvement.
About our team
Enterprise Portfolio Management Office (EPMO)
The purpose of the EPMO is to ensure that positive intentions are guided by disciplined program, project and change governance, resulting in the realisation of benefits in line with the Commission’s strategic objectives.
**The EPMO is comprised of three function and service areas**:
1) Governance and Tools,
2) Implementation,
3) QA, Audit and Analysis.
The functions and services provided by the three areas are as follows:
**Governance + Tools**:
Development and maintenance of Program, Project and Change Governance and Management templates, frameworks, artefacts, tools, reporting and forums.
**Implementation**:
**Enable implementation including**: provision of advisory and support services and capability uplift for enterprise-wide use of Program, Project and Change Governance and Management templates, frameworks, artefacts, tools, reporting and forums; provision of implementation resources, including Program/Project Managers, Project Coordinators, Change Managers and Change Analysts (in hub n spoke model).
**QA, Audit + Analysis**:
The provision of QA and audit services and data analysis to ensure program, project and change data quality and integrity and to interpret and present data to inform enterprise-wide decision-making, prioritisation, risk and change management and benefits realisation.
About the Role
The Program Manager will support, manage, monitor and contribute to the EPMO Uplift.
Until recently the Commission has had in place a project management office, which has focussed on the monitoring and management of major and strategic projects. The Commission has recently stood up an EPMO to replace the PMO. While the framework has been established, there is considerable work to be undertaken to develop the systems, processes and capability to operate effectively as an EPMO. This uplift in capability is needed across the enterprise to ensure greater understanding of EPMO functions, program/ project and change governance and management and widespread compliance to improve the quality of data available to the EPMO.
A comprehensive implementation roadmap has been developed, alongside of an EPMO Business Plan. It will be the Program Managers role to ensure the EPMO Uplift Program is well managed, monitored and implemented on time - achieving its KPIs and demonstrating value to the organisation.
Position Duties
- Coordinate the implementation of the EPMO Capability Uplift Program.
- Use the appropriate Program / Project Management Governance Framework and Altus PPM Tool to manage the program of work and report on progress at various forums.
- Work with our Change Team to deliver Change, Communications and Training products around the roll of the EPMO Uplift.
- Present in forums, to inform stakeholders of progress and communicate actions required.
- Lead a small team in the rollout the EPMO Capability Uplift Program, ensuring team members understand their responsibilities and tasks and scheduling delivery and monitoring progress of team members contributing to the EPMO Capability Uplift.
- Report Program Status to the EPMO Leadership Team - raising risks and keeping the schedule for delivery on track.
- Reporting Program Status to the Senior Director and Executive Director as required.

Key Accountabilities
- Under the direction of the Director of the EPMO, overseeing and coordinating the rollout of the EPMO Capability Uplift Program.
- Communicating the EMPO Uplift Program of work across the Commission.
- Managing EPMO team members to ensure delivery of the tasks and milestones which make up the EPMO Uplift Program.
