**The Role**
The Explosives Act Thematic Review (EATR) Taskforce is seeking an APS 6 Policy Officer to assist with the reform of Commonwealth explosives legislation framework and development of a new Commonwealth Explosives Regulator.
This work will support the Government’s priorities outlined in the Defence Strategic Review, including for Guided Weapons and Explosive Ordnance. Specifically, the reform activities are seeking to assure both operational capability, community safety, with all activities involving commonwealth explosives.

You will:

- Undertake research and analysis of the existing legislation framework, both within Australia, and some overseas contexts;
- Assist with the delivery of legislative reform including developing strategies, plans, schedules, briefs and other related artefacts;
- Work collaboratively with internal and external stakeholders in relation to complex issues, building credibility, trust and thus fostering excellent working relationships; and
- Be responsible for coordinating and delivering a variety of Taskforce planning, reporting, scheduling and record keeping activities.

**About our Team**
Defence is undertaking a review of the existing Commonwealth explosives legislation framework on behalf of the Australian Government. The new legislation will include establishing a Commonwealth Explosives Regulator (CER).

The EATR Taskforce will provide options for Government in 2024 on the potential organisational arrangement for the CER. The Task Force will establish the CER in accordance with the approved option. This is a significant, high profile project that involves reviewing and reforming interdependent Commonwealth and State and Territory legislation and corresponding policy development.

Tasks will involve close engagement and negotiation with Defence senior executives, other Commonwealth agencies, State and Territory governments and regulatory bodies, and industry. This is a unique opportunity to build your experience in government and Cabinet processes, engage with other government agencies and be a significant contributor in the creation of a new regulatory entity.
- Be a proactive, self-directed team player;
- Have an existing experience of government policy development or transferrable skills and knowledge with regard to legislation, regulation and/or compliance frameworks or projects;
- Have demonstrated experience or willingness to learn about the Commonwealth’s role providing national regulation to support both operational capability and safety;
- Have demonstrate experience with development and implementation of a range of operational support products, including frameworks, policies, guidelines and factsheets;
- Have highly-developed oral communication skills and demonstrated ability to communicate information coherently and concisely to different audiences;
- Have demonstrated ability to set priorities, meet deadlines, work effectively under pressure and in a team environment; and
- Have the ability to travel interstate and support senior EATR Taskforce representation when required.
