We steward the domestic aviation sector by regulating airports, investing strategically in aviation services, and advising government on policy to serve Australia’s interests.
The **Domestic Aviation and Reform Division’s** work includes domestic and regional aviation elements, and involves working closely with airport operators, airlines and other aviation stakeholders. The functions span a wide range of topics including economic regulation, airport planning and development, program delivery, environmental management, environmental investigation and providing advice to government on domestic aviation policy issues, including competition, skills and workforce matters.
Working closely with other government agencies, the **Domestic Policy and Programs Branch** provides robust, innovative and evidence-based policy advice to government on domestic aviation policy matters, and administers a wide range of aviation programs such as the Regional Aviation Access Program and the Women in Aviation Industry Initiative. The Branch is also responsible for the Australian Jet Zero Council, progressing a reform agenda to modernise the Sydney Airport Demand Management Scheme, as well as providing business services for the broader aviation divisions.
The **Domestic Aviation Economic Policy Section** is a newly established section, in recognition of the current government focus on the economic regulation of aviation, in particular to provide advice on supporting competitive outcomes and improved services to consumers. It provides government policy and regulatory advice on matters relating to: the demand management arrangements at Sydney (Kingsford Smith) Airport (“slots”); competition policy issues, consumer policy issues; productivity and on economic policy issues affecting the Australian aviation industry. Close liaison with the Treasury, the Australian Competition and Consumer Commission, the Productivity Commission and other economic policy and regulatory bodies is required.
The team works closely on a day to day basis with the Bureau of Infrastructure and Transport Research Economics, the Sydney Airport Slot Manager and with key aviation stakeholders including airports, airlines and other government agencies.
**The opportunity we have available**
We have a full-time ongoing EL1 Assistant Director position available in the **Domestic Aviation Economic Policy Section** of the **Domestic Policy and Programs Branch**. This position will be based in Canberra, ACT.
The EL1 domestic aviation economic policy section role will involve:
- Provide strategic policy advice to Ministers and Senior Executives on economic policy issues in the domestic aviation sector;
- Provide policy and regulatory reform advice to Government on the implementation of the Harris Review into the Sydney Airport Demand Management Framework, including on compliance and appointments
- Establishing and maintaining relationships with key stakeholders including airports, airlines, Airservices Australia and relevant Commonwealth agencies;
- Working closely and cooperatively with the Sydney Airport Slot manager and the Bureau of Infrastructure and Transport Research Economics;
- Working closely with other government agencies in relation to competition and consumer issues;
