Cross River Rail is a new 10.2km rail line including 5.9km of twin tunnels running under the Brisbane River and CBD. It includes the delivery of four new underground stations, two new above-ground stations, accessibility rebuilds for six stations, the construction of three new stations on the Gold Coast, and the introduction of a new world-class 'ETCS' signalling system.
This is a once in a lifetime opportunity to work on one of Australia's largest infrastructure projects and to be a part of something that will leave a lasting legacy for generations to come.
About the Role
The Land Acquisition & Delivery Manager manages and provides strategic leadership to our Land team with the Legal and Land department who are responsible for property acquisitions and land management to support the Cross River Rail and related transport projects which includes 3 new rail stations on the Gold Coast. You will lead a small internal team of property specialists to secure the land required for the construction of the Cross River Rail Project, including management and negotiation of compensation claims associated with acquisitions and the delivery of final tenure outcomes to support the operational phases of the project.
The position reports to the General Counsel and Director, Land and is offered as a fixed term contract until December 2025.

**Key Responsibilities**:

- Managing legislative and departmental policy, development of procedures and processes relating to land acquisition, land access, tenure correction and finalisation processes.
- Provide timely, high level written and oral advice on tenure, land acquisition and property matters.
- Develop robust registers to identify and track land acquisition and tenure correction programs.
- Manage all compensation claims and negotiations with internal and external stakeholders in accordance with the Acquisition of Land Act 1967.
- Manage a panel of external advisors and experts (including forensic accountants, valuers, quantity surveyors, town planners, etc).
- Develop and maintain land budget reporting, ensuring all activities are undertaken in accordance with budget limitations.
- Ensure correct processes and procedures are adopted in relation to various tenure types, easements and Native Title rights and interests.
- Develop and maintain effective relationships with clients and internal and external stakeholders.
- Monitor and report on progress, potential delays or issues which may impact on the project delivery.

**About You**:

- Demonstrated skills and experience in government negotiations, consultation and transactions.
- Experience in land acquisition and tenure processes, ideally in a government setting.
- Strong negotiation skills in a commercial setting where regulatory factors are a key consideration, including where interested parties are potentially hostile or emotionally invested in the process.
- Demonstrated experience leading and mentoring a team to achieve commercial outcomes.
- Proven ability to be solutions focused where emerging risks/problems have the potential to impact scheduled acquisitions.
- Strong professional relationship bulding and stakeholder managemnet skills.
- Highly developed written and verbal communication skills.
