The Department of Justice and Community Safety is seeking a Business and Finance Lead to lead and coordinate all State Control Centre (SCC) finance, procurement, and business analytic activities, including supporting the broader Operations branch. This role may be required to work on a rostered basis during times of operational need, including working outside normal business hours and on weekends.
About the Business Unit
Emergency Management Victoria (EMV) leads emergency management in Victoria by working with government, agencies, and business to strengthen their capacity to withstand, plan for, respond to and recover from emergencies. EMV is a statutory entity and is part of the Department of Justice & Community Safety (the Department). The Department, through the Secretary, employs EMV staff and provides corporate functions to EMV. EMV is led jointly by the Chief Executive (CE) and the Emergency Management Commissioner (EMC).
The purpose of the Operations Branch is to lead the emergency operational coordination and state operations in Victoria by working with communities, government, agencies and business to strengthen their capacity to withstand, plan for, respond to and recover from emergencies.
About the Role
The SCC Business & Finance Lead is responsible for leading and coordinating all State Control Centre (SCC) finance, procurement, and business analytic activities, including supporting the broader Operations branch. You will provide high level advice to the Operations Leadership group relevant to the position responsibilities and liaise with the group finance team.

**Duties will include**:

- Providing technical oversight of all procurement requirements of the Operations business units ensuring compliance with departmental procurement policy and standards.
- Providing strategic and detailed advice to the Operations business units on procurement, finance and business planning including business continuity.
- Prepare and provide management reports to the financial delegates and operational leadership that provides a clear analysis of performance against budget.

About you

**To be successful in this role, you will have**:

- Demonstrated business reporting and analytical skills
- Demonstrated understanding of Victorian Government financial policies and processes
- Demonstrated knowledge of Victoria's emergency management arrangements is desirable.

**Qualifications**:

- A tertiary qualification in an appropriate discipline (business, finance, procurement) is required.
- CA or CPA is highly desirable
