The South Australian Government Financing Authority is the central financing authority, captive insurer and manager of the passenger and light commercial fleet operations for the Government of South Australia. It also provides extensive financial and commercial advisory services to the South Australian public sector.

SAFA plays an integral role in the overall management of the State Government's finances and risk, harnessing economies of scale and expertise in financial and insurance markets to provide a range of treasury, insurance, commercial advisory and vehicle fleet management services.

Providing leadership and operational management for the Treasury Services Team by:

- Leading, managing, guiding and supporting memebers of the Treasury Services team to achieve SAFA objectives.
- Creating a team culture that is energetic, innovative, productive, customer orientated, agile and positively responsive to change.
- Ensuring team members are equipped with the skills and knowledge needed to succeed in their roles.
- Actively managing, leading and developing all employees within the team, including conducting bi-annual Performance Discussions for each direct report consistent with SAFA and DTF policies.
- Actively addressing performance issues with staff as necessary.
- Managing resource allocation within the Treasury Services team.
- Proactively identifying and responding to emerging issues within the Treasury Services team.
- Providing strategic and operational management and direction to ensure an effective team for SAFA and its stakeholders.
- Actively identifying and removing barriers to the team's performance through setting objectives and deliverables.
- Leading effective communication and relevant collaboration within the team and SAFA.

Providing expert balance sheet and markets mangement by:

- Managing the operation of the balance sheet and markets management, including issuance execution (including collaboration on the strategic funding plan incorporating ESG strategies/considerations), interest rate hedging, liquidity investment, liquidity/credit/basis management and client funding (unwinding of hedges and management of near term maturities) to achieve SAFA objectives within policy and stakeholder defined risk appetite. This includes a holistic balance sheet management approach, constructive markets relationships management and progression of suitable policy changes.
- Periodic coverage and potential and potential rotation into other Manager roles relating to Strategy and Client Treasury Services functions and potential back up for the Director, Treasury Services.
- Supporting and contributing to the SAFA vision, leading staff in Treasury Services and across SAFA to collaborate strategically (e.g. planning) and tactically (e.g. implementing).
- Demonstrating technical expertise, sound judgement and accept aligned accountability while learning from experience and complying with policies/legislation.

**Special conditions**:

- Out of hours work may be required.
- Intrastate and interstate travel may be required,
- The incumbent will be required to participate in the Departmental Performance Management Program.
- The incumbent may be required to be assigned to other positions at the same remuneration level across the department.
- Flexibility to undertake tasks as identified as a business need by SAFA's leadership that may not succinctly align to this role description.

**Remuneration**:
ASO8 ($119,317 - $123,822)
