**Primary purpose of the role**

The Emergency Management (EM) Project Coordinator will lead ARPANSA’s interactions with the Visiting Ships Panel (Nuclear), including deployment of staff and material assets to support nuclear ship visits. The EM Project Coordinator will have the responsibility for leading the EM team, for determining the strategic direction of Emergency Management arrangements at ARPANSA, and for coordinating ARPANSA’s response to radiological incidents where required.
- This role is located within a small multi-disciplinary team but will also involve liaison across government working closely with all other areas of ARPANSA. The EM Project Coordinator requires well developed interpersonal skills and the ability to communicate effectively across team environments, often as a leader in emergency response situations with the ability to liaise with all levels of staff, clients and stakeholders across government. They will work closely with relevant sections across the Agency to ensure that Emergency Management activities are coordinated, evidence-based and reflect national and international best practice.

The key duties of the position include:
**Key accountabilities**
- Provide leadership into the strategic direction of radiological Emergency Management at ARPANSA and in Australia, including engagement with national and international stakeholders to enhance EM plans and arrangements.
- Produce a strategic options paper that considers different roles and responsibilities for different EM arrangements at ARPANSA and works collaboratively within the Defence Project Team on the strategic direction of EM.
- Support Nuclear Powered Ship visits through coordination of ARPANSA resource (technical and personnel) and leadership in engagement with the Visiting Ships Panel (Nuclear) and Technical Working Group.
- Lead and promote ARPANSA’s capability in Geographical Information Systems (GIS), including sponsorship of expansion activities and setting of strategic direction.
- Coordination and continuous improvement of radiological/nuclear plans and arrangements to enhance consistency with AIIMS and the Integrated Incident Management Framework, including rollout of a decision support system under this Framework.
- Coordination of resources across the Agency in filling and exercising the AIIMS functions, including undertaking the role of ARPANSA’s incident controller during an incident.
- Maintain networks of communication with a wide variety of internal and external stakeholders.

Eligibility

To be considered for this position, you will possess tertiary qualifications in a branch of the physical sciences, or comparable overseas qualifications or other alternative qualifications and experience which, in the opinion of the CEO, are appropriate to the duties.
- You will have outstanding personal attributes including personal drive and integrity, political astuteness, highly developed communication and consultation skills, as well as a demonstrated ability to drive the development of effective, inclusive, consultative and high performing organisational cultures across the section, branch and ARPANSA.
- You will possess highly developed leadership skills with a demonstrated record of successfully driving change and being able to respond flexibly and promptly to organisational and sectional requirements. You will have the capacity for managing, developing and motivating section staff to achieve business outcomes and creating a shared sense of purpose within the section, branch and across ARPANSA.
- You must hold Australian citizenship or possess permanent residency status leading to citizenship and be prepared to travel interstate and internationally on a regular basis.
- This position is a designated security assessment position which will require you to successfully undertake and maintain a security clearance.

- Demonstrated knowledge of radiation emergency response practices and the coordination of exercises and response capabilities in field and/or operations centre environments.
- Demonstrated ability to work collaboratively and build and sustain positive relationships with team members and a network of key stakeholders and clients in order to deliver work programs.
- High level liaison and communication skills including the ability to impart very complex information clearly and negotiate on behalf of the agency with key stakeholders.
