**Who we are**
**The Cargo Operations Pathway** delivers regulatory assessment and inspections of goods, across the biosecurity continuum (offshore, at the border and onshore) to verify compliance with Australia's biosecurity and imported food requirements. Cargo Operations Pathway works with policy and risk owners within the department to influence and inform operational policy and deliver regulatory functions in accordance with legislative requirements, national standards and within an integrated, risk-based operating model. The group has a national footprint with a presence in all capital cities and major regional ports. Cargo Operations Pathway includes the Client Contact Group, Cargo Assessments and Cargo Inspections.
**The Cargo Operations Business Management (COBM)** team provides management support to the Cargo Operations Pathway to drive consistency and improvement in business management practices. This includes, parliamentary process coordination, governance coordination, operational business support, business continuity planning, frontline operational financial and contract management, performance measure reporting, business planning, consideration of Compensation for Detriment caused by Defective Administration (CDDA) compensation claims, statutory compensation management and client feedback. COBM also contributes to broader strategic innovation and improvement projects for the pathway.
**The Job**
The role of the manager in Cargo Operations Business Management is to support the achievement of operational outcomes in line with the department’s corporate plan and Biosecurity Operations Division business plan. The successful applicant will have excellent interpersonal, communication and organisational skills with the ability to adapt to change and contribute to decision making processes. They will have staff management experience and will also be required to demonstrate high level of judgement and expertise to interpret and analyse information from a range of sources.
Duties include but are not limited to:
- Leading, managing and building team capacity through coaching and performance feedback of geographically dispersed teams working in a regulatory environment.
- Managing the team’s workload and setting priorities to ensure quality outputs and achieve operational outcomes in line with the department’s business plan.
- Developing and maintaining relationships across a range of internal and external stakeholders to achieve pathway business management objectives.
- Accurately, managing, and reporting on a range of information about team and pathway decisions and activities across multiple departmental systems and bespoke reporting products.
- Responding to client enquires in a professional and timely manner in accordance with the department Client Service Charter and Standards.
- Identifying potential risks and providing recommendations to the executive leadership within the team.
- Supporting the wider COBM team functions undertaking additional tasks and responsibilities when required.
- Representing the section and branch at meetings involving other areas of the department
- The proposal and facilitation of innovation initiatives and contribution to business improvement strategies and change within the team.
- Promoting, modelling and ensuring adherence to APS Values, Employment Principles and Code of Conduct while managing diversity.
- Fostering a culture of safety, diversity, inclusiveness, positive attendance and high performance.
- Promoting and ensuring compliance with departmental Work Health and Safety (WHS) and Rehabilitation policies and guidelines; and being alert for, and reporting risks to WHS.

**Knowledge and experience**
- Experience in a managing and in supporting staff in a regionally diverse, operational environment.
- Experience in implementing change and managing ambiguity in the workplace.
- Sound knowledge of Microsoft Office suite with the ability to quickly learn in-house IT systems.
- The capacity to quickly develop a solid understanding of the relevant legislation, policies and guidelines in an operational context.
- Knowledge of the department’s role in delivering national biosecurity operations is highly desirable.
