An exciting temporary opportunity has arisen for a Senior Network Controller to join the NSW Telco Authority 's, Digital Technology & Innovation Team.
In this role you will be the key agency contact and network operations interface between the operations, business units and Emergency Service Organisations (ESOs). The role oversees the Government Radio Network (GRN) traffic mitigation plan in conjunction with Emergency Service Organisations to facilitate the timely restoration of radio network operations during declared emergency event, or critical incident.

In this role you will:
Collaborate and consult with Emergency Service Organisations and other key internal and external stakeholders during emergencies and critical incidents to influence and gain support of key decisions, manage expectations, and ensure appropriate responses are implemented that provide customer focused solutions
Provide key leadership of radio network traffic management including decision-making on traffic management matters during business as usual as well as during incident s , approving traffic mitigation changes, receiving and triaging traffic mitigation notifications and changes to facilitate the timely restoration of network operations
Manage all escalations related to services from Emergency Service Organisations and the Telecommunications Emergency Management Unit (TEMU) to identify, influence and resolve network operational issues to ensure high availability of network platforms
Provide expert advice during times of traffic management or network issues during a declared emergency event, or critical incident to support and guide all stakeholders and ensure alignment to the associated management plans and processes, and statutory obligations
Drive the identification of scenarios leading to risks of congestion and be accountable for the development of processes and playbooks to respond to such events.
Facilitate targeted and routine exercising and testing of the whole and/or specific elements of the traffic mitigation framework, lead post exercise and incident debriefs, and coordinate the lesson management process to capture insights and convert these to lessons through effective action plans.
Identify and develop mitigation stages in line with plans and processes on behalf of Emergency Service Organisations to facilitate highly responsive actions during incidents
Contribute to the business unit's operational emergency planning and management to ensure it reflects the needs of all stakeholders and supports the development of strategic plans
Liaise with agency emergency services representatives during business as usual as well as during incident s and events to understand agency communication requirements and appropriately manage radio network service capacity and availability
Collect and analyse operational data to identify emerging trends and provide thorough consideration of the impact of decisions and the implications on network and agency operational functions
participate in routine on-call and ad-hoc incident management team rosters, requiring availability to physically attend an identified location to support an incident response.
To be successful in this role you will demonstrate:
A working understanding of emergency services, preferably through previous employment in that or a related sector such as defence, and ability to establish/maintain relationships with customers
A technical aptitude, with experience in P25 radio networks or telecommunications networks, and ability to translate operational and technical requirements
Possess or willingness to obtain Australasian Interagency Incident Management System (AIIMS) TEMU and ITIL Foundation certification
A willingness to work on a rotating on call roster and ability to support extended work hours and/or regional travel during periods of peak activity
Experience or knowledge of Risk Management especially in being proactive with network traffic mitigation and management plans
Ability to obtain and maintain an NV1 Security Clearance. To be eligible to apply for this role, you must be an Australian citizen and, as a condition of employment, obtain and maintain an Australian Government security clearance at the level specified for this role
