The role

We're looking for a confident, organised, and inspiring individual to take on the role of Team Leader for our Monmouth & Torfaen Environment Management Team. In this key leadership post, you'll oversee a team of Environment Officers working across Protected Sites, Fisheries, Biodiversity, and Incident Response - all while driving real environmental improvements in South East Wales.

You'll shape local regulatory priorities, authorise key decisions including site consents and enforcement actions, and ensure the team is working safely, efficiently, and in line with NRW's values. This is a fast-paced, varied role with a wide scope - from building work plans based on national priorities, to developing your team's skills and fostering a strong team culture.

You'll also have the opportunity to collaborate with fellow Team Leaders and technical experts across Wales, contributing to our wider service delivery and helping shape environmental policy in action.

About us

We are Natural Resources Wales (NRW). We are the largest Welsh Government Sponsored Body, focussed on tackling the climate, nature and pollution emergencies. We are responsible for more than 40 different types of regulatory regime across a wide range of activities.

Environment Management Team Leaders have line management responsibility for a mix of Senior and Environment Officers, Project Officers and Technical Support. The team deliver a wide range of work across project work, regulatory and enforcement activities and incident response across water quality, water resources, conservation, biodiversity and fisheries. The teams work closely with other NRW teams and public authorities within the place and beyond. These teams make a tangible difference within their place and community.

The team sits within the South East Operations structure, alongside another Environment Team, Waste Regulation, Industry Regulation Teams and Environment Analysis and Assessment Teams, reporting to the South East Operations Manager. The post holder will be working across Monmouth & Torfaen and will need to be based within reasonable travel distance to attend in person meetings and events and to support incident response in the area.

What you will do
  • Developing and implementing local work plans to deliver our regulatory and SMNR aspirations.
  • Engage and collaborate with relevant stakeholders.
  • Responsible for regulatory decisions at place level, ensuring adherence to the Regulators Code and our Regulatory Principles.
  • Responsible for authorising regulatory and enforcement decisions within the team remit, including protected sites assents and consents.
  • Ensure the health, safety and wellbeing of team members by implementing and monitoring safe working practices and risk assessments.
  • Budgetary control of team spending.
  • Would be expected to also lead a virtual technical team to support place based delivery.
  • Play a senior role in a resilient NRW non-Flood Incident Management Service that follows NRW process. Undertake health and safety duties and responsibilities appropriate to the post

  • Any other reasonable duties requested commensurate with the grade of this role.
  • Required to take part in incident response activities.
Your qualifications, experience, knowledge and skills

Experience of line management. Coaching and mentoring skills. Experience of community liaison and public engagement activities. Strong organisational, time management and interpersonal skills. Good understanding of the local environment and pressures relevant to the team remit. Ability to communicate effectively with regulated business and the public, explaining issues and gaining support by influencing. Extensive knowledge and experience of regulatory and enforcement processes. Hold a current full UK valid licence to drive NRW fleet vehicles. (cars and vans)

Welsh Language Level requirements
  • Essential: Level A1 - Entry level (able to use and understand simple, basic phrases and greetings, no conversational Welsh)
