Principal Procurement and Contracts Officer

Queensland Corrective Services (QCS) is seeking a permanent AO7 Principal Procurement and Contracts Officer to join the Social Services, Medical and Grants stream of its Procurement and Contract Management Group (PCMG). This role will focus on social services and service agreements.

PCMG partners with QCS business units to support procurement activities across the lifecycle, aligning with QCS priorities and objectives, and promoting the government's economic, environmental, and social goals.

This role involves managing procurement processes for QCS, working closely with commands to ensure best practices in procurement and contracts management.

In This Role You Will
  1. Lead end-to-end procurement processes for activities, projects, major contracts, and standing offers across categories such as General Goods and Services, ICT, and Social Services.
  2. Provide strategic, complex, and sensitive procurement and contract advice to ensure outcomes meet business needs.
  3. Deliver high-quality procurement documentation and ensure compliance with Queensland Government Procurement Policy and departmental procedures.
  4. Develop and maintain relationships with internal clients, suppliers, industry, and public sector bodies.
  5. Establish and review standing offer and panel arrangements to maximize efficiency and cost-effectiveness.
  6. Offer professional procurement advice, manage risks, conduct negotiations, and prepare relevant documentation.
  7. Support tender development, evaluation, contract drafting, and market research activities.
  8. Maintain detailed records of procurement processes for audit and accountability purposes.
  9. Stay informed about organizational demands, market conditions, and supply chain performance to inform procurement strategies.
  10. Prepare reports to assist forecasting and spend management.

While there are no mandatory qualifications, tertiary qualifications in business or procurement, or certifications through the Chartered Institute of Procurement and Supply, are highly regarded.
