Queensland Corrective Services (QCS) is seeking a permanent AO7 Principal Procurement and Contracts Officer to join the Social Services, Medical and Grants stream of its Procurement and Contract Management Group (PCMG). This role will focus on social services and service agreements.

PCMG partners with QCS business units to deliver support and advice across the procurement lifecycle, aligned with QCS priorities, needs, and objectives. We aim to procure for good by advancing the government's economic, environmental, and social objectives.

The role involves managing procurement processes for QCS, working closely with QCS commands to provide best-practice procurement and contract management.

In This Role You Will
  • Lead end-to-end procurement activities, projects, major contracts, and standing offer arrangements across categories including General Goods and Services, ICT, and Social Services.
  • Provide strategic, complex, and sensitive procurement and contract management advice to ensure outcomes meet business needs.
  • Deliver high-quality procurement documentation and processes in line with Queensland Government Procurement Policy and departmental policies.
  • Develop and manage stakeholder relationships with internal clients, suppliers, industry, and public sector bodies.
  • Establish standing offer and panel arrangements to maximize efficiency and cost-effectiveness.
  • Offer timely, professional procurement advice considering legislation, policies, and guidelines.
  • Develop and implement procurement plans, conduct complex planning, and formulate high-level strategies.
  • Manage proposals, conduct risk assessments, negotiations, and prepare sourcing documentation.
  • Maintain detailed records of procurement processes for probity, accountability, and audit purposes.
  • Stay informed about organisational demands, market conditions, and sourcing strategies to forecast and manage spend.
  • Prepare reports for internal and external stakeholders to support forecasting and spend management.

There are no mandatory qualifications; however, tertiary qualifications in business or procurement disciplines, or certifications from the Chartered Institute of Procurement and Supply, are advantageous.
