The Queensland Building and Construction Commission (QBCC) is the regulator for Queensland's building and construction industry and plays a critical role in ensuring proper building standards, licensing industry professionals, resolving disputes, and regulating contracts.

About The Role
Reporting to the Chief Legal Officer, this role is pivotal in shaping QBCC's Workplace Health & Safety (WHS) strategy and will involve the successful incumbent partnering with leaders to develop a fit-for-purpose WHS system that enhances safety culture, leadership and performance across QBCC. By providing high-level strategic advice, you will guide the development and execution of the WHS roadmap, ensuring alignment with organisational goals while embedding safety as a core value. Leading a small WHS team, this role is strategic as well as tactical.

You will offer WHS expertise, lead the development of WHS systems across the organisation and monitor performance to drive continuous improvement. A key focus of this role is proactively coaching and mentoring leaders and employees to uplift knowledge, ownership, and engagement in WHS, ensuring that workplace risks—both physical and psychosocial—are effectively identified and controlled.

You will collaborate and work across all levels of the organisation to embed best practices, ensure WHS regulatory compliance and foster a culture where safety and wellbeing are integral to daily operations.

Responsibilities Include

  1. Lead, develop and mentor the WH&S team to provide a seamless experience to internal customers and external stakeholders, delivering WH&S, WorkCover and rehabilitation services.
  2. Work collaboratively across the organisation to uplift knowledge and capability, ensuring safety leadership is embedded at all levels and supporting change initiatives that strengthen the safety culture and improve overall WHS performance. Lead the development and delivery of WHS training programs including induction training, specific safety training, and continuous education initiatives.
  3. Lead WH&S strategy and implementation of the WH&S roadmap to deliver transformational change and the establishment of policies and systems that drive compliance, manage WHS psychosocial and physical risk and improve wellbeing.
  4. Provide authoritative strategic advice informed by contemporary practice to executives and senior leaders on safety, health and wellbeing, psychosocial, and workplace rehabilitation and workers compensation issues.
  5. Ensure regulatory compliance through the establishment of an audit and assurance framework, incorporating audits, reporting and risk assessments while driving continuous improvement initiatives and referencing external benchmarking and trend analysis.

About You
A collaborative and influential leader with a proven ability to build strong relationships, engage stakeholders and balance strategic priorities with practical implementation. Possess exceptional communication skills, able to translate complex WHS concepts into actionable guidance while considering operational realities and budgetary constraints. With deep expertise in WHS risk management, assurance, compliance, injury management and psychosocial wellbeing, take a systems-thinking approach to driving safety-based cultural transformation, delivering data-driven insights and implementing sustainable WHS programs that achieve outcomes.

A background in Local or State Government, heavy regulated industries and/or experience with similar scaled multi-disciplinary environments, would be well regarded. Relevant tertiary qualifications in WHS risk management is also advantageous.

A C class driving license is mandatory.
