General Manager Environment and Infrastructure

About the role…

Reporting directly to the Chief Executive Officer, the General Manager Environment & Infrastructure is a senior executive position with responsibility for some of Council's most critical and high-impact services.

This role leads an exceptional team of experienced Managers and oversees portfolios including major projects, civil services, environmental and coastal management, regulatory services, planning, asset and water resource management, public realm, development, and community safety.

We're looking for a modern, visible and flexible leader with strong integrity, technical expertise, ideally with an engineering, legal or business background, and the ability to bring people together around shared goals. This role requires someone who is proactive in communication and delivery, confident engaging with elected members and community, and capable of operating at both strategic and operational levels.

What you will do…

  • Strategic Leadership: Lead the direction, planning and delivery of services aligned with Council's Strategic and Annual Business Plans.
  • Major Projects & Infrastructure: Oversee a diverse range of capital works, facilities upgrades and civil infrastructure projects.
  • Asset & Environmental Management: Ensure effective management of community assets and natural resources with a strong sustainability focus.
  • Regulatory and Planning: Oversee planning and regulatory functions to ensure compliance, sustainable development, and alignment with Council and community objectives.
  • Executive Partnership: Work closely and openly with the CEO and executive team to drive innovation, performance, and accountability.
  • People & Culture: Inspire and support a capable management team and contribute to a positive, values-led workplace culture.
  • Stakeholder Engagement: Build trusted relationships with elected members, community stakeholders and government partners.
  • Governance & Reporting: Provide high-level advice, reporting and insights to Council and Committees on operational, compliance and strategic matters.
  • Continuous Improvement: Lead innovation in service delivery, technology adoption, and community outcomes.
  • WHS & Risk: Champion safety and risk management across all teams and projects.

What we are looking for…

  • Tertiary qualifications in Management, Engineering, Finance, Environmental Management or a related field.
  • Extensive leadership experience in infrastructure, civil, environmental and/or local government portfolios.
  • Proven ability to lead multidisciplinary teams and deliver complex capital works and service outcomes.
  • Excellent interpersonal and communication skills, with a modern leadership style and a proactive, transparent approach.
  • Experience working with and advising elected members and executive-level stakeholders.
  • Strong ethical standards, integrity, and a deep commitment to community service.
  • Knowledge of strategic planning, asset management, procurement and contract delivery.
  • Ability to foster innovation, continuous improvement, and customer-centric service.
