As part of Transport for NSW's transformative agenda, the Transport Asset Manager (TAM) has been established to enhance the safety and reliability of the state's heavy rail assets, facilitating long-term investment in rail infrastructure, while also allowing for efficient operations and asset surety.
We are seeking a dynamic and highly skilled Senior Manager to lead the strategic asset management of the Heavy Rail Fleet & Plant portfolio.
This senior leadership role will be central to shaping the long-term custodianship of rolling stock and mobile plant assets across the network—including passenger fleets, on-track machinery, and depot-based equipment.
You will be responsible for developing, maintaining, and continuously improving investment strategies and asset management plans that ensure safety, reliability, and sustainability across the full lifecycle of fleet and plant assets.
Operating within Transport for NSW and Treasury frameworks, you will provide expert oversight of technical performance, maintenance effectiveness, and compliance with safety and environmental standards.
Key Responsibilities:
- Oversee the integrity, accuracy, compliance, and currency of the Asset Register for the Heavy Rail Fleet & Plant asset class.
- Assist in preparing evidence-based business cases, reports, and recommendations by analysing data, assessing risks, evaluating costs, consulting relevant stakeholders, and proposing strategic asset custodian actions.
- Collaborate with senior leaders to develop and maintain an integrated investment plan that aligns with long-term infrastructure strategies, system reliability objectives, and funding limitations.
- Lead the development, implementation, and continuous improvement of long term Strategic Asset and Services Plans (TAM SASP) and Asset and Services Plans (TAM ASP), ensuring plans support safe, reliable, and sustainable operations.
- Provide technical assurance across all aspects of asset performance, including safety, environmental compliance, maintenance effectiveness, and operational functionality.
- Identify and evaluate asset improvement opportunities, including adopting new technologies, upgrades, renewals, and divestments that enhance lifecycle value and address emerging operational and digital transformation needs.
- Engage with governance mechanisms as the designated asset owner, approving changes to program intent related to acquisition, sustainment, renewal, and divestment activities.
- Provide strategic advice and final signoff as the 'voice of the owner' on governance matters, collaborating closely with the Passenger Integration and Planning (PIP) team.

- Demonstrated ability to lead cross-functional teams and engage with senior stakeholders.

- Excellent analytical skills and experience developing data-driven business cases and strategic investment plans.
- Effective communication and change management skills suited to a complex and evolving transport environment.
- Demonstrated experience managing rolling stock and plant assets across their full lifecycle, including acquisition, maintenance, and disposal.
- Strong technical knowledge of fleet systems and maintenance regimes, including compliance with safety-critical standards.
- Experience with digital fleet management tools, predictive analytics, and condition-based maintenance.
