About The Role

The department is looking for an experienced EL1 Business Product Owner to lead the delivery of key legislative and digital reforms. In this role, you will represent the business across multiple value streams, ensuring solutions meet policy objectives, legislative requirements, and program goals.

Level/Classification: EL1

Contract Duration: June 30, 2026 + 2x 12 Months extension

Location: Canberra, ACT (Applicants from other states will also be considered.)

Location Note: This role may require travel to Canberra for onboarding, planning, and training (1–2 times per quarter).

Requirements:

  • MUST have Baseline Security Clearance
  • Willingness to undergo a National Police Check
  • Selection Criteria response
  • Compliance with all Work Health & Safety requirements
  • Commitment to political neutrality
  • Flexibility to travel to Canberra for onboarding, planning, and training (1–2 times per quarter)

Key Responsibilities

  • Represent business interests in delivering a major legislative reform capability
  • Translate complex legislation into actionable requirements, user stories, and acceptance criteria
  • Own the value stream requirements and support sequencing against program priorities
  • Build and maintain strong stakeholder relationships across policy, legal, operations, and ICT
  • Provide business leadership and oversight to ICT delivery partners, ensuring solution quality
  • Support the development of frameworks, policies, and education artefacts
  • Participate in planning, prioritisation, reviews, and retrospectives with delivery teams
  • Monitor product performance and ensure delivery aligns with legislative priorities

Mandatory Experience

  • Proven experience as a Product Owner in government, regulatory, or legislative change programs
  • Strong ability to interpret legislation and convert it into operational and digital requirements
  • Skilled in managing business requirements and representing delivery with external vendors
  • Exceptional communication skills to explain complex concepts clearly to diverse audiences
  • Demonstrated judgement, responsiveness, and ability to make sound recommendations

Desirable Experience

  • Subject matter expertise in regulatory, disclosure, compliance, or funding value streams
  • Background in multi-disciplinary agile teams within large program environments
  • Experience applying user-centred design practices in solution delivery
