Key Responsibilities
  • Represent business interests in delivering capabilities that support scheme administration.
  • Translate complex legislative changes into actionable requirements, user stories, and acceptance criteria for both policy frameworks and digital solutions.
  • Own value stream requirements and work with delivery teams to sequence priorities against legislative timelines.
  • Build strong relationships with internal and external stakeholders to anticipate business needs.
  • Collaborate across policy, legal, operations, and ICT teams to gather input and validate requirements.
  • Provide leadership to ICT delivery partners on solution development while ensuring quality during implementation.
  • Participate in planning events, prioritisation sessions, reviews, and retrospectives to support delivery teams.
About the Program

The Legislative Reform Program is implementing amendments under new legislation designed to modernise regulatory practices. The program delivers two complementary streams:

  • Regulatory Uplift: Developing fit-for-purpose policy frameworks and delivering education programs to increase accountability under the new legislation.
  • ICT Modernisation: Implementing secure, reliable systems to support large-scale regulatory functions while enabling future adaptability.
Mandatory Criteria

To be successful in this role, you must demonstrate:

  • Proven experience as a Product Owner in government, regulatory, or legislative change programs.
  • Ability to interpret legislation and translate it into operational and digital requirements.
  • Experience managing business inputs/requirements while representing delivery with external vendors.
  • Exceptional communication skills to explain complex concepts clearly across diverse audiences.
  • Sound judgment in harnessing information and making recommendations in dynamic environments.
  • Hold (or be able to obtain) a minimum BASELINE AGSVA security clearance.
