Overview

Strategic Design & Innovation Consultant – Product Delivery Manager opportunity with Tobias, focusing on leading a high-profile digital transformation and unifying multiple government portals into a single platform for Australia's agricultural cross-border trade.

Responsibilities
  • Develop and own the product roadmap to unify multiple import and export portals into a single digital platform.
  • Rationalise and integrate existing services while ensuring continuity, stability, and minimal disruption.
  • Align product delivery with government digital transformation strategies, architectures, cybersecurity standards, and national priorities.
  • Champion a customer-first approach, balancing user needs, policy requirements, and technical feasibility.
  • Influence and collaborate with executive stakeholders to build consensus and alignment across diverse interests.
  • Lead multidisciplinary teams (digital identity, UX, developers, testers, and operations) to deliver outcomes that are timely, high-quality, and evidence-based.
  • Translate policy and compliance requirements into practical, accessible digital services.
  • Oversee and manage product backlogs, ensuring delivery decisions are guided by research, data, and user testing.
  • Report progress, risks, and issues to program governance forums with clarity and authority.
Qualifications
  • Minimum 10 years' experience in digital product management delivery and/or program leadership roles.
  • Tertiary qualifications in digital, technology, or related fields.
  • Proven experience as a Product Lead or Senior Product Manager in large-scale digital transformation initiatives, particularly in the development of authenticated customer portals.
  • Experience in government digital service delivery and/or large-scale system integration projects.
  • Demonstrated ability to define and execute a product roadmap in complex, multi-stakeholder environments.
  • Strong understanding of the government's digital identity policy and product landscape, user-centred design, agile delivery frameworks, and service design principles.
  • Highly developed stakeholder management skills with the ability to influence and collaborate across diverse groups.
  • Familiarity with API integrations, digital service delivery, and platform rationalisation.
  • Knowledge of import/export processes, agricultural trade regulations, or government service delivery.
  • Experience working in federal government programs or regulated industries.
  • Track record of change management leadership within digital transformation programs.
